(Registration of Overseas Electors)
(Amendment) Regulations 2017
In exercise of the powers conferred by section 102 of the Parliamentary Elections Act, the Prime Minister makes the following Regulations:
Citation and commencement
1.  These Regulations are the Parliamentary Elections (Registration of Overseas Electors) (Amendment) Regulations 2017 and come into operation on 1 June 2017.
Amendment of regulation 4
2.  Regulation 4(2) of the Parliamentary Elections (Registration of Overseas Electors) Regulations (Rg 4) (called in these Regulations the principal Regulations) is amended by deleting the words “Part V” in sub‑paragraph (b) and substituting the words “Part 5”.
Amendment of regulation 5
3.  Regulation 5 of the principal Regulations is amended by deleting paragraphs (1) to (2B) and substituting the following paragraphs:
(1)  An application in person to be registered as an overseas elector for an electoral division must be made by lodging a duly completed Form 1 in the Schedule —
(a)at the office of the Registration Officer in Singapore;
(b)at an overseas registration centre; or
(c)at any place specified in the notice under section 10(3) or 15(2) of the Act of the completion of the register or revised register of electors, as the case may be, for that electoral division.
(2)  To make the application by post, a person must send by post a duly completed Form 1 in the Schedule to the address of —
(a)the office of the Registration Officer in Singapore; or
(b)an overseas registration centre.
(2A)  To make the application using the electronic system provided by the Government for this purpose, a person must complete and submit a web‑based form (made available on the Elections Department’s Internet website at http://www.eld.gov.sg) of Form 1 in the Schedule, in accordance with the instructions accompanying the web‑based form or of the electronic system.”.
Amendment of regulation 7
4.  Regulation 7 of the principal Regulations is amended —
(a)by deleting paragraph (1) and substituting the following paragraph:
(1)  An application by an overseas elector under section 13A(3) of the Act must be in Form 2 in the Schedule and must be made in accordance with this regulation and regulation 8.”;
(b)by deleting paragraphs (3), (4) and (5) and substituting the following paragraphs:
(3)  To make the application in person, an overseas elector must lodge a duly completed Form 2 in the Schedule —
(a)at the office of the Registration Officer in Singapore; or
(b)at an overseas registration centre.
(4)  To make the application by post, an overseas elector must send by post a duly completed Form 2 in the Schedule to the address of —
(a)the office of the Registration Officer in Singapore; or
(b)an overseas registration centre.
(5)  To make the application using the electronic system provided by the Government for this purpose, an overseas elector must complete and submit a web‑based form (made available on the Elections Department’s Internet website at http://www.eld.gov.sg) of Form 2 in the Schedule, in accordance with the instructions accompanying the web‑based form or of the electronic system.”; and
(c)by deleting paragraph (7).
New regulation 7A
5.  The principal Regulations are amended by inserting, immediately after regulation 7, the following regulation:
Notification of change of overseas contact particulars
7A.—(1)  An overseas elector must notify the Registration Officer of any change in the overseas contact particulars of the overseas elector.
(2)  The overseas elector must make the notification in Form 2 in the Schedule in the same manner as an application under regulation 7 is required to be made.”.
Amendment of regulation 8
6.  Regulation 8(1) of the principal Regulations is amended by deleting sub‑paragraph (c) and substituting the following sub‑paragraph:
(c)made available on the Elections Department’s Internet website at http://www.eld.gov.sg.”.
Deletion and substitution of Schedule
7.  The Schedule to the principal Regulations is deleted and the following Schedule substituted therefor:

(a)I have not done any of the following:
(i)acquired or applied to acquire by registration, naturalisation or other voluntary and formal act (other than marriage) the citizenship of any country outside Singapore;
(ii)voluntarily claimed and exercised any rights available to me under the law of any country outside Singapore being rights accorded exclusively to the citizens or nationals of that country, such as voting at any national, state or provincial election, or at any election for the local government of any metropolitan or urban area, of a foreign state or territory;
(iii)taken any oath or made any declaration or acknowledgment of allegiance, obedience or adherence to any foreign power or state;
(iv)applied to the authorities of a place outside Singapore for the issue or renewal of a passport or used a passport issued by such authorities as a travel document;
(b)I have not been found or declared to be of unsound mind under any written law;
(c)I am not incapable of being registered by reason of a conviction of a corrupt or illegal practice under the Parliamentary Elections Act (Cap. 218) or the Presidential Elections Act (Cap. 240A), or by reason of the report of an Election Judge in accordance with the provisions of the Parliamentary Elections Act or the Presidential Elections Act, or by reason of a conviction under section 55 of the Parliamentary Elections Act or section 37 of the Presidential Elections Act;
(d)*I am not a serving member on full pay of any naval, military or air force that is not maintained out of moneys provided by Parliament of Singapore/I am a serving member on full pay of a naval, military or air force that is not maintained out of moneys provided by Parliament of Singapore and I possess a domicile in Singapore;
(e)*my name has not been expunged from the register of electors under section 13(3) or 43(5) of the Parliamentary Elections Act/my name was expunged from the register of electors under section 43(5) of the Parliamentary Elections Act and has been restored to the register under section 43(8) or (8A) of the Parliamentary Elections Act;
(f)*my name has not been expunged from the register of electors under section 26(5) of the Presidential Elections Act/my name was expunged from the register of electors under section 26(5) of the Presidential Elections Act and has been restored to the register under section 26(8) of the Presidential Elections Act;
(g)I am not serving a sentence of imprisonment (by whatever name called) imposed by any court in or outside Singapore for an offence punishable with imprisonment for a term exceeding 12 months, or under sentence of death imposed by any such court or serving a sentence of imprisonment awarded in lieu of execution of a death sentence;
(h)I am not serving a sentence of imprisonment (by whatever name called) in any prison, jail or other place of detention outside Singapore; and
(i)I do not have any warrant of arrest issued against me by a court in Singapore in relation to an offence punishable with imprisonment for a term exceeding 12 months.
