Road Traffic (Pedestrian Crossings)
(Amendment No. 2) Rules 2018
In exercise of the powers conferred by sections 121 and 140 of the Road Traffic Act, the Minister for Home Affairs makes the following Rules:
Citation and commencement
1.  These Rules are the Road Traffic (Pedestrian Crossings) (Amendment No. 2) Rules 2018 and come into operation on 5 May 2018.
Amendment of rule 2
2.  Rule 2 of the Road Traffic (Pedestrian Crossings) Rules (R 24) (called in these Rules the principal Rules) is amended by deleting the definition of “pedestrian crossing” and substituting the following definitions:
“ “bicycle” has the meaning given by the Act, and includes a vehicle that has 3 wheels, has pedals, and is built to be propelled solely by human power and to transport people only (with or without carry‑on baggage);
“cyclist” means an individual who is riding a bicycle or power‑assisted bicycle, but excludes an individual walking beside and pushing a bicycle or power‑assisted bicycle;
“mobility scooter” and “wheeled toy” have the meanings given by section 2(1) of the Active Mobility Act 2017 (Act 3 of 2017);
“pedestrian” means —
(a)an individual walking, with or without animals;
(b)an individual in a non‑motorised wheelchair;
(c)an individual driving a motorised wheelchair or riding a mobility scooter;
(d)an individual travelling on inline skates, roller‑skates or a wheeled toy;
(e)an individual pushing a pram, stroller or trolley, or a motorised or non‑motorised wheelchair; or
(f)an individual walking beside and pushing a bicycle, power‑assisted bicycle, personal mobility device or any other vehicle;
“pedestrian crossing” means any part of a road, subway or bridge established for the use of a cyclist or pedestrian crossing the road, and indicated as such by traffic signs, signals and road markings as shown in any of the diagrams in Part I of the Schedule;
“PMD” means a personal mobility device;
“PMD rider” means an individual who is riding a personal mobility device on a road as permitted by section 5A(2) of the Act, but excludes an individual who is walking beside and pushing a PMD;”.
Amendment of rule 3
3.  Rule 3 of the principal Rules is amended —
(a)by inserting, immediately after the words “any pedestrian” in paragraph (1), the words “, cyclist or PMD rider”;
(b)by inserting, immediately after the words “intersection, a pedestrian” in paragraph (3), the words “, cyclist or PMD rider”;
(c)by inserting, immediately after the words “sign, a pedestrian” in paragraph (3), the words “, cyclist or PMD rider”; and
(d)by deleting the marginal note and inserting the following rule heading:
Pedestrians, cyclists and PMD riders must use crossings”.
Amendment of rule 4
4.  Rule 4 of the principal Rules is amended —
(a)by inserting, immediately after the words “any pedestrian”, the words “, cyclist or PMD rider”; and
(b)by deleting the marginal note and inserting the following rule heading:
Precedence for pedestrians, cyclists and PMD riders”.
Amendment of rule 5
5.  Rule 5 of the principal Rules is amended by inserting, immediately after the words “no pedestrian”, the words “, cyclist or PMD rider”.
Amendment of rule 6
6.  Rule 6 of the principal Rules is amended —
(a)by inserting, immediately after the words “any pedestrian”, the words “, cyclist or PMD rider”;
(b)by inserting, immediately after the words “every pedestrian”, the words “, cyclist and PMD rider”; and
(c)by deleting the marginal note and inserting the following rule heading:
Precedence at uncontrolled crossing”.
Amendment of rule 7
7.  Rule 7 of the principal Rules is amended —
(a)by inserting, immediately after the words “every pedestrian”, the words “, cyclist and PMD rider”; and
(b)by deleting the marginal note and inserting the following rule heading:
Precedence at controlled crossing”.
Amendment of rule 8
8.  Rule 8 of the principal Rules is amended —
(a)by inserting, immediately after the word “pedestrians”, the words “, cyclists and PMD riders”; and
(b)by deleting the marginal note and inserting the following rule heading:
Pedestrians, etc., to cross in direction of moving traffic”.
Amendment of rule 12
9.  Rule 12 of the principal Rules is amended —
(a)by inserting, immediately after the words “No pedestrian”, the words “, cyclist or PMD rider”; and
(b)by deleting the marginal note and inserting the following rule heading:
Pedestrians, etc., not to remain at crossing”.
Amendment of rule 13
10.  Rule 13 of the principal Rules is amended —
(a)by inserting, immediately after the words “Every pedestrian” in paragraph (1), the words “, cyclist and PMD rider”; and
(b)by deleting the marginal note and inserting the following rule heading:
Pedestrians, etc., not crossing at pedestrian crossing to yield to traffic”.
Amendment of Schedule
11.  Part III of the Schedule to the principal Rules is amended by inserting, immediately after the words “SIGN PROHIBITING CROSSING OF ROAD ON EITHER SIDE OF A PEDESTRIAN CROSSING”, the following diagrams:
SIGNS INDICATING FIFTY METRE (50M)
LIMIT OF A PEDESTRIAN CROSSING
SIGNS INDICATING FIFTY METRE (50M)
LIMIT OF A PEDESTRIAN CROSSING
SIGNS PROHIBITING CROSSING OF ROAD ON
