Parking Places Act
Chapter 214
Parking Places (Provision of Parking Places and Parking Spaces) (Amendment) Rules 2002
In exercise of the powers conferred by section 8 of the Parking Places Act, the Land Transport Authority of Singapore, with the approval of the Minister for Transport, hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Parking Places (Provision of Parking Places and Parking Spaces) (Amendment) Rules 2002 and shall come into operation on 12th June 2002.
Amendment of rule 2
2.  Rule 2 of the Parking Places (Provision of Parking Places and Parking Spaces) Rules (R 5) (referred to in these Rules as the principal Rules) is amended by deleting the full-stop at the end of the definition of “qualified person” and substituting a semi-colon, and by inserting immediately thereafter the following definition:
“ “white site” means any land that is zoned as a white site in the Master Plan under the Planning Act (Cap. 232).”.
Amendment of rule 4
3.  Rule 4 of the principal Rules is amended by deleting paragraphs (1) and (2) and substituting the following paragraphs:
(1)  Subject to the directions of the Authority and to these Rules, where the proposed use of an approved development that is not situated on a white site falls within any of the categories specified in the first column of Part I of the Schedule, the number of parking spaces to be provided in respect of that approved development shall not be less than the appropriate number specified in the second column opposite thereto.
(2)  Where —
(a)the proposed use of an approved development that is not situated on a white site does not fall within any of the categories specified in the first column of Part I of the Schedule; or
(b)the approved development is situated within a white site,
the number of parking spaces to be provided in respect of that approved development shall be as specified by the Authority.”.
Amendment of Schedule
4.  The Schedule to the principal Rules is amended —
(a)by deleting Part I and substituting the following Part:

1 car parking space for every 12 seats.

1 car parking space for every 10 seats.

2.
Hotels and residential clubs
(i)
Zones 1 and 2
1 car parking space for every 250m² of floor area.
 
 
(ii)
Zone 3
1 car parking space for every 200m² of floor area.
 
 
(iii)
Zones 1, 2 and 3
1 loading and unloading bay for every 8,000 m2 of floor area.
In the case of hotels, 1 coach parking space for every 90 residential rooms.
 
[The floor area of a hotel includes areas used or designated as a residential room, lobby, shop, restaurant, swimming pool, gymnasium or for other related purposes.
 
The boundaries of Zones 1, 2 and 3 are in accordance with the descriptions set out in Part VI.]
3.
Shops and departmental stores
(i)
Zone 1
1 car parking space for every 400m2 of floor area.
 
 
(ii)
Zone 2
1 car parking space for every 200m2 of floor area.
 
 
(iii)
Zone 3
1 car parking space for every 150m2 of floor area.
 
 
(iv)
Zones 1, 2 and 3
1 loading and unloading bay for every 4,000m2 of floor area.
 
[The boundaries of Zones 1, 2 and 3 are in accordance with the descriptions set out in Part VI.]
4.
Offices
(i)
Zone 1
1 car parking space for every 450m2 of floor area.
 
 
(ii)
Zone 2
1 car parking space for every 250m2 of floor area.
 
 
(iii)
Zone 3
1 car parking space for every 200m2 of floor area.
 
 
(iv)
Zones 1, 2 and 3
 
 
 
For floor area of any size, 1 loading and unloading bay for every 10,000m2 thereof up to 50,000m2 thereof.
 
[The boundaries of Zones 1, 2 and 3 are in accordance with the descriptions set out in Part VI.]
5.
Restaurants, night-clubs, coffee-houses, bars, cafeterias, eating-houses and canteens
(i)
(ii)
Zones 1, 2 and 3
1 car parking space for the first 150m2 of floor area.
Zones 1 and 2
1 car parking space for every 60m² of floor area, for floor area in excess of 150m2.
 
 
(iii)
Zone 3
1 car parking space for every 50m² of floor area, for floor area in excess of 150m2.

6.
Residential developments
1 car parking space for every dwelling unit.
7.
Warehouses and godowns
1 lorry parking space for every 800m2 of floor area.
8.
Factories:
 
 
(a)Flatted Types:
 
 
Floor area in respect of factory
(i)
1 car parking space for every 350m2 of floor area.
 
 
(ii)
1 loading and unloading bay, or 1 lorry parking space, for every 3,000m² of floor area.
 
(b)Terrace Types:
 
 
 
Floor area in respect of factory
(i)
1 car parking space for every 300m2 of floor area, for the first 800m2 of floor area.
 
 
 
Subject to a minimum of 1 car parking space per factory.
 
 
 
(ii)
1 car parking space for every 350m2 of floor area, for floor area in excess of 800m2.
 
 
 
(iii)
1 loading and unloading bay, or 1 lorry parking space, for every 1,500m² of floor area.
 
(c)Detached Types:
 
 
 
Floor area in respect of factory
(i)
1 car parking space for every 600m2 of floor area.
 
 
 
Subject to a minimum of 1 car parking space per factory.
 
 
(ii)
For floor area of any size, 1 loading and unloading bay, or 1 lorry parking space, for every 1,500m2 thereof up to 13,500m2 thereof.
 
[The floor area of a factory referred to in paragraphs (a), (b) and (c) includes areas used or designated as an office (up to a maximum of 25% of the total floor area), a canteen and ancillary storage space.
 
For any floor area used or designated for any other purpose, the number of car parking spaces in respect of that area shall be determined according to the use of the floor area as set out in this Part.]
9.
Nursing homes
1 car parking space for every 8 beds.
10.
Petroleum, petrochemical, chemical and related industries on Jurong Island
1 car parking space for every 200m2 of office floor area.
11.
Boarding houses and hostels:
 
 
(a)Administration areas and offices
1 car parking space for every 200m2 of floor area.
 
(b)Function rooms and exhibition areas
1 car parking space for every 50m2 of floor area.
 
(c)Residential rooms
1 car parking space for every 700m2 of floor area.
 
 
The minimum number of car parking spaces to be provided under this item shall be the sum of the numbers of car parking spaces under paragraphs (a) and (b), or the number of car parking spaces under paragraph (c), whichever is the greater.

Part VI
Description Of Zone 1
Zone 1 boundary begins at a point on Nicoll Highway opposite the People’s Association and proceeds along the North-western edge of Nicoll Highway to the Rochor Road flyover. It then proceeds along the South-western edge of Rochor Road and continues along the South-western edge of Rochor Canal Road to the junction of Selegie Road and Rochor Canal Road. It then continues along the South-eastern edge of Selegie Road to the junction of MacKenzie Road and Selegie Road where it then proceeds along the South-western edge of MacKenzie Road to the junction of MacKenzie Road and the South-eastern boundary of Lot TS19-00480K. From here, the boundary proceeds along the South-eastern boundary of Lot TS19-00480K to Mount Emily Road. It then proceeds along the North-eastern boundary of Mount Emily Road and then continues along the South-western boundary of Lot TS19-00466L to the point where it meets the Eastern boundary of Lot TS19-99960P. It then proceeds along the Eastern boundary of Lot TS19-99960P up to the point where it meets Orchard Road. From here, the boundary proceeds along the Northern edge of Orchard Road to the point where the tunnel of Central Expressway intersects Orchard Road. The boundary then proceeds along the South-western edge of Central Expressway to its intersection with the junction of Clemenceau Avenue North and Cairnhill Circle. From here, the boundary runs along the Southern edge of Cairnhill Circle until it reaches the Eastern boundary of Lot TS27-00874P. It then proceeds along the Eastern boundary of Lot TS27-00874P and the South-eastern and South-western boundaries of Lot TS27-00601W until it meets Bideford Road. It then cuts across Bideford Road and runs along the Northern boundary of Lots TS27-00891P, TS27-01093A and TS27-01094K. The boundary then proceeds along the North-eastern boundary of Lot TS27-00679P and the Eastern boundary of Lots TS27-00970N and TS27-01011V and cuts across Lot TS27-00720M. From here, the boundary runs along the Southern and Western boundaries of Lot TS27-00770V until it meets the Northern boundary of Lot TS27-00552N. It then proceeds along the Northern boundary of Lot TS27-00552N and the Eastern, Northern and North-western boundaries of Lot TS27-00620P until it meets Mount Elizabeth Road. It then follows the South-western edge of Mount Elizabeth Road until it meets the Northern boundary of Lot TS27-00526W. It then proceeds along the Northern and Western boundaries of Lot TS27-00526W. From here, it turns to follow the Northern and Western boundaries of Lot TS27-00496L and the Northern and North-western boundaries of Lot TS27-99905M to a point where it meets Nutmeg Road. It then runs along the South-western edge of Nutmeg Road until it meets the South-eastern boundary of Lot TS27-00975W. It then proceeds along the South-eastern boundary of Lot TS27-00975W and the Western boundary of Lots TS27-00619A and TS27-D0023 until it meets Orchard Road. It then runs along the Northern edge of Orchard Road to the point where it meets Scotts Road. From here, the boundary runs along the Eastern edge of Scotts Road across Orchard Road and along the Eastern edge of Paterson Road to a point where Paterson Road meets Orchard Boulevard. It then runs along the Northern edge of Orchard Boulevard, across Orchard Turn, Orchard Link and Grange Road and along the Northern edge of Devonshire Road, Exeter Road, Eber Road and Oxley Rise, to a point where Oxley Rise crosses Clemenceau Avenue. It then runs along the Eastern edge of Clemenceau Avenue across River Valley Road and continues along the Eastern edge of Clemenceau Avenue across Merchant Road, Magazine Road, Havelock Road until it meets Upper Cross Street. From here, the boundary runs along the Southern and Western edges of Upper Cross Street to the junction of Upper Cross Street and Pearl’s Hill Road. It then proceeds along the Northern edge of Pearl’s Hill Road and then along the Western boundary of Lots TS22-00127L and TS22-00168A until it meets Eu Tong Sen Street. It then runs along the Western edge of Eu Tong Sen Street to the junction of Eu Tong Sen Street and Cantonment Road. From here, it proceeds along the Eastern edge of Cantonment Road to the junction of Cantonment Road and Neil Road. Then it proceeds along the Southern edge of Neil Road to a point where Neil Road meets the Eastern boundary of Lot TS23-01022K. It then proceeds along the Eastern boundary of Lot TS23-01022K, the Eastern and Southern boundaries of Lot TS23-00354M, to a point where it meets Cantonment Road. It then runs along the Eastern edge of Cantonment Road across Yan Kit Road, Hoe Chiang Road and Lim Teck Kim Road until it meets Ayer Rajah Expressway. From here, it runs along the Northern edge of Ayer Rajah Expressway and East Coast Parkway until it meets the projection of Marina Wharf to East Coast Parkway. It then cuts across East Coast Parkway, the slip road from East Coast Parkway to Prince Edwards Road and Tanjong Pagar Terminal Avenue to run along the coastline of Marina South and Marina Bay until it meets the Eastern edge of Esplanade Bridge. It then runs along the Eastern edge of Esplanade Bridgeand the coastline of Marina Centre and along the South-eastern edge of Nicoll Highway to a point opposite the People’s Association.
Description Of Zone 2
Zone 2 comprises all cadastral lots outside Zone 1 that fall within or touch a circle of radius 400m from a rapid transit system station. The centre of the circle is defined as —
(a)where there is only one contiguous boarding area in the rapid transit system station, the geometric centre of the boarding area of the station; or
(b)where there is more than one contiguous area in the rapid transit system station, the geometric centre of the 2 outermost boarding areas of the station.
Description Of Zone 3
Zone 3 comprises the rest of the Island not covered in Zones 1 and 2.
Part VII
For the purposes of items 1 to 5 of Part I, the plans showing Zones 1 and 2 shall be available for inspection in such manner and at such times as may be specified by the Authority’s Development and Building Control Department.

Savings provision
5.  These Rules shall not apply to an approved development where the approval is obtained before 12th June 2002, and the principal Rules in force immediately before that date shall continue to apply to that development.
