(Qualified Persons)
(Amendment) Rules 2014
In exercise of the powers conferred by sections 2(2), 12(6) and 14(4) of the Legal Profession Act, the Minister for Law, after consulting the Board of Directors of the Singapore Institute of Legal Education, hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Legal Profession (Qualified Persons) (Amendment) Rules 2014 and shall come into operation on 15th May 2014.
Deletion and substitution of rule 16
2.  Rule 16 of the Legal Profession (Qualified Persons) Rules (R 15) is deleted and the following rule substituted therefor:
Exemption from certain provisions of Parts II and III
16.—(1)  Upon an application made to the Minister by any person referred to in rule 5 or 5A(1), the Minister may, after consulting the Institute, exempt the person from the requirement under rule 5(b) or 5A(1)(b), as the case may be.
(2)  Upon an application made to the Minister by any person referred to in rule 8(3), 9(1), (2) or (2A) or 9A(1), the Minister may, after consulting the Institute, exempt the person from —
(a)any of the requirements under rule 8(3)(i) and (ii)(B), 9(1)(a) and (b)(ii), (2)(a) and (b)(ii) or (2A)(a) and (b)(ii) or 9A(1)(a), (b) and (c)(ii), as the case may be;
(b)the requirement under rule 8(3), 9(1), (2) or (2A) or 9A(1), as the case may be, to be a citizen or permanent resident of Singapore; or
(c)any provision of rule 10, 11 or 12.
(3)  An exemption granted to a person under paragraph (1) or (2) —
(a)may be subject to such conditions as the Minister may think fit to impose by notice in writing to the person;
(b)shall be notified in writing to the person; and
(c)need not be published in the Gazette.
(4)  Any person who would have been a qualified person but for any requirement or provision of Part II or III, and who is exempted from that requirement or provision under paragraph (1) or (2) or under this rule in force immediately before 15th May 2014, shall be a qualified person.”.
