Government Hospitals (Fees) (Amendment) Rules 1999

In exercise of the powers conferred by section 4(1) of the Government Hospitals Act, the Minister for Health hereby makes the following Rules:

Citation and commencement

1. These Rules may be cited as the Government Hospitals (Fees) (Amendment) Rules 1999 and shall come into operation on 4th January 1999.

Amendment of rule 2

2. Rule 2 of the Government Hospitals (Fees) Rules (R 1) (referred to in these Rules as the principal Rules) is amended —

(a)

by inserting, immediately before the definition of "non- resident", the following definition:

“ “Director” means the Director, Pharmaceutical Department, Ministry of Health;”;

(b)

by inserting, immediately after the definition of "non- resident", the following definition:

“ “non-standard drug” means any drug not being a standard drug or a standard drug (List II);”; and

(c)

by deleting the full-stop at the end of the definition of "resident" and substituting a semi-colon, and by inserting immediately thereafter the following definition:

“""standard drug" and "standard drug (List II)" means any drug for the time being classified as such by the Pharmaceutical Department of the Ministry of Health."”.

Amendment of rule 4

3. Rule 4 of the principal Rules is amended by inserting, immediately after paragraph (4), the following paragraph:

“(5) A non-resident who receives vaccination, immunisation and special services or basic screenings at Public Health Clinics shall pay a surcharge of 30% in addition to the fees specified in item 21 (a), (b) or (c) or 23 (1) (c) (vi) of the second column of the Schedule.”.

New rule 9

4. The principal Rules are amended by inserting, immediately after rule 8, the following rule:

“Inspection and examination of list of standard drugs and standard drugs (List II)

9.—(1) A list of standard drugs and standard drugs (List II) shall be maintained by the Director or any person authorised by him, and shall be available for inspection.

(2) Any person, with the approval of the Director or any person authorised by the Director, may at all reasonable times examine the list of standard drugs and standard drugs (List II).”.

Amendment of Schedule

5. The Schedule to the principal Rules is amended —

(a)

by deleting paragraph (c) of item 17 and substituting the following paragraph:

“

$8 per consultation except that the fee payable shall be $4 per consultation for any resident 18 years of age or below who is unemployed, any resident who is a school or junior college student or any resident 65 years of age or above.

$4 per subsequent attendance for dressings, injections or other minor procedures as prescribed without seeing the doctor except that the fee payable shall be $2 per subsequent attendance for any resident 18 years of age or below who is unemployed, any resident who is a school or junior college student or any resident 65 years of age or above.

”;

(b)

by deleting item 18 and substituting the following item:

“

18. Prescription fee:

(a) Hospital Specialist Outpatient Clinics

(i) Private consultation cases

At cost.

(ii) Subsidised cases

(A) Standard drugs

$1.20 per item of medicine supplied per week or part thereof subject to a maximum of $6 for every week of medicine supplied.

For single item prescription, $1.20 per unit of dispensing preparation or per 21 doses or part thereof of medicines prescribed with 2 doses or less per day, except insulin and inhalers to be charged at $3 per unit.

(B) Standard drugs (List II)

50% of cost.

At cost.

(b) Public Health Clinics

(i) Standard drugs

$1.20 per item of medicine supplied per week or part thereof subject to a maximum of $6 for every week of medicine supplied.

50% of the fee for any resident 18 years of age or below who is unemployed, any resident who is a school or junior college student or any resident 65 years of age or above.

(ii) Standard drugs (List II)

50% of cost. 25% of cost for any resident 18 years of age or below who is unemployed, any resident who is a school or junior college student or any resident 65 years of age or above.

(i) Private consultation cases

At cost

(ii) Subsidised cases

(A) Standard drugs

First 2 weeks free. $1.00 for every additional 2 weeks’ supply of medicine or part thereof

(B) Standard drugs (List II)

50% of cost

At cost.

(c)

by deleting the words "Primary Health Clinic" in item 20 and substituting the words "Public Health Clinic";

(d)

by deleting item 21 and substituting the following item:

“

21. Vaccination, immunisation and special services at Public Health Clinics

(a) Hepatitis B vaccination per course

(i) Persons below 18 years of age

$25

(ii) Persons 18 years of age or above but below 40 years of age

$35

(iii) Persons 40 years of age or above

$50

(b) Hepatitis B vaccination per dose

(i) Persons below 18 years of age

$10

(ii) Persons 18 years of age or above but below 40 years of age

$15

(iii) Persons 40 years of age or above

Residents

Up to $20 per dose

(d) Occupational medicine consultation

(e) Norplant insertion

(e)

by inserting, immediately after sub-paragraph (b) of item 23 (1), the following sub-paragraphs:

“

(i) Opportunistic screening (Laboratory charge)

(ii) Health screening for women

$15

(iii ) Diabetic retinal photography

(iv) Tonometry

$10

(v) Thalassaemia screening

$35

(vi) Other screening

Up to $100

(d) Medical examination at Public Health Clinics for Voluntary Welfare Organisation entrants and persons above 60 years of age for driving licence certification

(f)

by inserting, immediately after item 26, the following items:

“

27. Standard injections:

(a) All hospitals except Woodbridge Hospital and View Road Hospital

(b) Hospital Specialist Outpatient Clinics

28. Standard drugs (List II):

(a) All hospitals except Woodbridge Hospital and View Road Hospital

29. Non-standard drugs:
