Road Traffic
(Motor Vehicles, Registration and Licensing) (Amendment No. 5) Rules 2000
In exercise of the powers conferred by sections 10, 34 and 140 of the Road Traffic Act, the Minister for Communications and Information Technology hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Road Traffic (Motor Vehicles, Registration and Licensing) (Amendment No. 5) Rules 2000 and shall come into operation on 11th July 2000.
New rule 3A
2.  The Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) is amended by inserting, immediately after rule 3, the following rule:
Waiver
3A.  The Registrar may, in his discretion and subject to such conditions as he thinks fit, waive the registration of any vehicle if he is satisfied that the vehicle —
(a)will not be used on any road at any time; and
(b)will be kept and used exclusively for any of the following purposes:
(i)training;
(ii)research and development;
(iii)exhibition for a duration not exceeding 12 months; or
(iv)racing within an enclosed area.”.
