(Workfare Income Supplement Scheme)
(Amendment) Regulations 2015
In exercise of the powers conferred by section 57F of the Central Provident Fund Act, the Minister for Manpower makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Central Provident Fund (Workfare Income Supplement Scheme) (Amendment) Regulations 2015 and come into operation on 29 May 2015.
Amendment of regulation 3
2.  Regulation 3(1A) of the Central Provident Fund (Workfare Income Supplement Scheme) Regulations (Rg 36) (referred to in these Regulations as the principal Regulations) is amended —
(a)by deleting the word “or” at the end of sub‑paragraph (a)(ii);
(b)by deleting the words “or any subsequent year” in sub‑paragraph (b);
(c)by deleting the full‑stop at the end of sub‑paragraph (b)(v) and substituting a semi‑colon; and
(d)by inserting, immediately after sub‑paragraph (b), the following sub‑paragraphs:
(c)if the relevant year is 2015 —
(i)for each month up to the member’s 50th birthday month that the member earned an average wage of not more than $50, an amount of $8 for the months of January to May 2015 and $9 for the months of June to December 2015;
(ii)for each month after the member’s 50th birthday month up to the member’s 55th birthday month that the member earned an average wage of not more than $50, an amount of $7 for the months of January to May 2015 and $8 for the months of June to December 2015;
(iii)for each month after the member’s 55th birthday month up to the member’s 60th birthday month that the member earned an average wage of not more than $50, an amount of $5 for the months of January to May 2015 and $6 for the months of June to December 2015;
(iv)for each month after the member’s 60th birthday month up to the member’s 65th birthday month that the member earned an average wage of not more than $50, an amount of $4; or
(v)for each month after the member’s 65th birthday month that the member earned an average wage of not more than $50, an amount of $3 for the months of January to May 2015 and $4 for the months of June to December 2015; or
(d)if the relevant year is 2016 or any subsequent year —
(i)for each month up to the member’s 50th birthday month that the member earned an average wage of not more than $50, an amount of $9;
(ii)for each month after the member’s 50th birthday month up to the member’s 55th birthday month that the member earned an average wage of not more than $50, an amount of $8;
(iii)for each month after the member’s 55th birthday month up to the member’s 60th birthday month that the member earned an average wage of not more than $50, an amount of $6; or
(iv)for each month after the member’s 60th birthday month that the member earned an average wage of not more than $50, an amount of $4.”.
Amendment of regulation 4
3.  Regulation 4(1B) of the principal Regulations is amended —
(a)by deleting the word “or” at the end of sub‑paragraph (a)(iii);
(b)by deleting the words “or any subsequent year;” in sub‑paragraph (a)(iv) and substituting the word “; or”;
(c)by inserting, immediately after sub‑paragraph (iv) of sub‑paragraph (a), the following sub‑paragraph:
(v)an amount equal to 4% of the relevant income, subject to a minimum of $24, if that year is 2015 or any subsequent year;”;
(d)by deleting the word “or” at the end of sub‑paragraph (b)(iii);
(e)by deleting the words “or any subsequent year;” in sub‑paragraph (b)(iv) and substituting the word “; or”;
(f)by inserting, immediately after sub‑paragraph (iv) of sub‑paragraph (b), the following sub‑paragraph:
(v)an amount equal to 4.5% of the relevant income, subject to a minimum of $27, if that year is 2015 or any subsequent year;”;
(g)by deleting the word “or” at the end of sub‑paragraph (c)(iii);
(h)by deleting the words “or any subsequent year” in sub‑paragraph (c)(iv);
(i)by inserting, immediately after sub‑paragraph (iv) of sub‑paragraph (c), the following sub‑paragraph:
(v)an amount equal to 5% of the relevant income, subject to a minimum of $30, if that year is 2015 or any subsequent year; or”;
(j)by deleting the word “or” at the end of sub‑paragraph (d)(iv);
(k)by deleting the words “or any subsequent year.” in sub‑paragraph (d)(v) and substituting the word “; or”; and
(l)by inserting, immediately after sub‑paragraph (v) of sub‑paragraph (d), the following sub‑paragraph:
(vi)an amount equal to 5.25% of the relevant income, subject to a minimum of $31, if that year is 2015 or any subsequent year.”.
Amendment of regulation 4B
4.  Regulation 4B of the principal Regulations is amended —
(a)by deleting the word “and” at the end of paragraph (2)(a)(ii);
(b)by deleting the words “or any subsequent year” in paragraph (2)(b);
(c)by deleting the full‑stop at the end of paragraph (2)(b)(v) and substituting a semi‑colon;
(d)by inserting, immediately after sub‑paragraph (b) of paragraph (2), the following sub‑paragraphs:
(c)if the relevant year is 2015 —
(i)for each month up to the member’s 50th birthday month that the member earned an average wage of not more than $50, an amount of $8 for the months of January to May 2015 and $9 for the months of June to December 2015;
(ii)for each month after the member’s 50th birthday month up to the member’s 55th birthday month that the member earned an average wage of not more than $50, an amount of $7 for the months of January to May 2015 and $8 for the months of June to December 2015;
(iii)for each month after the member’s 55th birthday month up to the member’s 60th birthday month that the member earned an average wage of not more than $50, an amount of $5 for the months of January to May 2015 and $6 for the months of June to December 2015;
(iv)for each month after the member’s 60th birthday month up to the member’s 65th birthday month that the member earned an average wage of not more than $50, an amount of $4; or
(v)for each month after the member’s 65th birthday month that the member earned an average wage of not more than $50, an amount of $3 for the months of January to May 2015 and $4 for the months of June to December 2015; or
(d)if the relevant year is 2016 or any subsequent year —
(i)for each month up to the member’s 50th birthday month that the member earned an average wage of not more than $50, an amount of $9;
(ii)for each month after the member’s 50th birthday month up to the member’s 55th birthday month that the member earned an average wage of not more than $50, an amount of $8;
(iii)for each month after the member’s 55th birthday month up to the member’s 60th birthday month that the member earned an average wage of not more than $50, an amount of $6; or
(iv)for each month after the member’s 60th birthday month that the member earned an average wage of not more than $50, an amount of $4.”;
(e)by deleting the word “or” at the end of paragraph (4)(a)(iv);
(f)by deleting the words “or any subsequent year” in paragraph (4)(b);
(g)by deleting the full‑stop at the end of paragraph (4)(b)(iv) and substituting the word “; or”; and
(h)by inserting, immediately after sub‑paragraph (b) of paragraph (4), the following sub‑paragraph:
(c)if the relevant year is 2015 or any subsequent year —
(i)where the member is below 35 years of age on 1st January that year, an amount equal to 4% of the relevant income, subject to a minimum of $24;
(ii)where the member has attained 35 years of age but is below 45 years of age on 1st January that year, an amount equal to 4.5% of the relevant income, subject to a minimum of $27;
(iii)where the member has attained 45 years of age but is below 50 years of age on 1st January that year, an amount equal to 5% of the relevant income, subject to a minimum of $30; or
(iv)where the member is 50 years of age or older on 1st January that year, an amount equal to 5.25% of the relevant income, subject to a minimum of $31.”.
