Road Traffic (Motor Vehicles, Driving Licences)
(Amendment No. 2) Rules 2015

In exercise of the powers conferred by sections 48 and 140 of the Road Traffic Act, the Minister for Home Affairs makes the following Rules:

Citation and commencement

1. These Rules may be cited as the Road Traffic (Motor Vehicles, Driving Licences) (Amendment No. 2) Rules 2015 and come into operation on 1 June 2015.

Amendment of rule 4A

2. Rule 4A of the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27) (referred to in these Rules as the principal Rules) is amended by deleting the words “or 3A” and substituting the words “, 3A, 3C or 3CA”.

Amendment of rule 9

3. Rule 9(2) of the principal Rules is amended by inserting, immediately after “3A,”, the words “3C, 3CA,”.

Amendment of rule 15

4. Rule 15 of the principal Rules is amended —

(a)	by deleting the words “or Class 3A” and substituting the words “, 3A, 3C or 3CA”; and
(b)	by deleting the words “or 3A” in the rule heading and substituting the words “, 3A, 3C or 3CA”.

Amendment of rule 16

5. Rule 16(1) of the principal Rules is amended by inserting, immediately after the words “Class 3” in sub‑paragraph (a), the words “or 3C”.

Amendment of rule 17

6. Rule 17(1) of the principal Rules is amended —

(a)	by deleting “$6” in sub-paragraph (a) and substituting “$6.50”; and
(b)	by deleting “$20” in sub-paragraph (b) and substituting “$26”.

Amendment of rule 19

7. Rule 19 of the principal Rules is amended by inserting, immediately after paragraph (ea), the following paragraphs:

“(eb)	Class 3C vehicles which consist of any class 3 vehicle other than a vehicle referred to in paragraph (e)(ii);
(ec)	Class 3CA vehicles which consist of any class 3C vehicle which can be driven without the use of a clutch pedal;”.

Amendment of rule 22

8. Rule 22 of the principal Rules is amended —

(a)	by deleting the words “or Class 3A” in paragraph (1)(b) and substituting the words “, 3A, 3C or 3CA”; and
(b)	by inserting, immediately after the words “Class 3” in paragraph (2)(a)(i), the words “or 3C”.

Amendment of Part II of Second Schedule

9. Part II of the Second Schedule to the principal Rules is amended —

(a)

by inserting, immediately after “3A,” in sub‑paragraph (g), the words “3C, 3CA,”;

(b)

by inserting, immediately after “3A” in sub‑paragraph (la), the words “or 3CA”; and

(c)

by deleting sub‑paragraphs (lb) and (lc) and substituting the following sub‑paragraphs:

“(lb)	in the case of an applicant for a class 3 or 3C licence, drive‑up or reverse‑up and stop on a hump using a class 3A or 3CA vehicle, as the case may be;
(lc)	in the case of an applicant for a class 3 or 3C licence, competently drive a class 3A or 3CA vehicle, as the case may be, without danger to, and with due consideration for, other users of the road;”.
