Parking Places Act
(CHAPTER 214)
Parking Places (Coupon Parking) (Amendment) Rules 2009
In exercise of the powers conferred by section 8 of the Parking Places Act, the Land Transport Authority of Singapore, with the approval of the Minister for Transport, hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Parking Places (Coupon Parking) (Amendment) Rules 2009 and shall come into operation on 6th February 2009.
Amendment of rule 4
2.  Rule 4 of the Parking Places (Coupon Parking) Rules (R 3) (referred to in these Rules as the principal Rules) is amended ––
(a)by deleting the words “Form 1, 2, 9 or 10” in paragraph (1)(a) and substituting the words “Form 1 or 2”;
(b)by deleting sub-paragraph (b) of paragraph (1) and substituting the following sub-paragraph:
“(b)a valid coupon in the Form 3, 4, 5 or 6 in the Second Schedule.”;
(c)by deleting the words “Form 1, 2, 5, 9 or 10” in paragraph (2)(c) and substituting the words “Form 1 or 2”; and
(d)by deleting sub-paragraphs (ca), (d), (e), (f), (g), (h), (i), (j), (k), (l) and (m) of paragraph (2) and substituting the following sub-paragraphs:
“(d)the coupon, being a coupon in any of the Forms in the Second Schedule, is used in a manner contrary to the conditions, requirements or instructions given in the relevant Form or on a sign erected by the Superintendent at the parking place;
(e)the coupon, being a coupon in the Form 3 in the Second Schedule, does not indicate the date and time (PM or AM) of commencement of parking the vehicle in accordance with rule 7;
(f)the coupon, being a coupon in the Form 4 or 5 in the Second Schedule —
(i)does not indicate the date of parking the vehicle in accordance with rule 7; or
(ii)is used at a time when, or in a place where, the coupon does not entitle the holder to park at the parking place;
(g)the coupon, being a coupon in the Form 5 in the Second Schedule, does not indicate in ink, the vehicle number of the motor car or bear the signature of a person authorised by the Superintendent to issue the coupon;
(h)the coupon, being a coupon in the Form 5 or 6 in the Second Schedule, is used for the parking of a motor vehicle the vehicle number of which does not correspond to that indicated on the coupon; or
(i)the coupon, being a coupon in the Form 6 in the Second Schedule —
(i)does not indicate in ink, the vehicle number of the motorcycle in accordance with the instructions given in the Form, or the date and time (day or night) of parking the vehicle in accordance with rule 7; or
(ii)is used for the parking of a motor vehicle other than a motorcycle.”.
Amendment of rule 5
3.  The principal Rules are amended by renumbering rule 5 as paragraph (1) of that rule, and by inserting immediately thereafter the following paragraph:
“(2)  No person shall place or erect any sign at any parking place without the prior written consent of the Superintendent.”.
Amendment of rule 6
4.  Rule 6(1) of the principal Rules is amended by deleting sub-paragraphs (a) and (b) and substituting the following sub-paragraphs:
“(a)where a coupon in any of the Forms 1 to 4 in the Second Schedule is used, display one or more of the coupons on the front windscreen, front dashboard or front window of the motor vehicle in such a manner that the entire coupon is clearly visible for inspection at all times from outside the vehicle and the coupon shall have the date, time of commencement of parking of the vehicle and other particulars indicated therein in accordance with rule 7;
(b)where a coupon in the Form 5 in the Second Schedule is used, display the coupon on the front windscreen of the motor vehicle in such a manner that the entire coupon is clearly visible for inspection at all times from outside the vehicle and the coupon shall have the date of parking the vehicle indicated therein in accordance with rule 7, the vehicle number of the motor car and the signature of a person authorised by the Superintendent to issue the coupon; and
(c)where a coupon in the Form 6 in the Second Schedule is used, display the coupon in a conspicuous position on the motorcycle in such a manner that the entire coupon is clearly visible for inspection.”.
Amendment of rule 12
5.  Rule 12 of the principal Rules is amended by inserting, immediately after the word “display”, the words “or cause to be displayed”.
Amendment of First Schedule
6.  The First Schedule to the principal Rules is amended by inserting, immediately after Diagram 3, the following Diagram:

Amendment of Second Schedule
7.  The Second Schedule to the principal Rules is amended by deleting Forms 1 to 11 and substituting the following Forms:
“FORM 1
MOTOR CAR PARKING COUPON
    1.  The date (year, month and day) and time of commencement of parking shall be indicated on the parking coupon by tearing out completely the appropriate tabs (as shown in Sample).
    2.  Where 2 or more parking coupons are displayed, the time of commencement of parking for the second and subsequent coupons shall be immediately after the expiry of parking covered by the previous coupon.
    3.  If no tab is provided for the time in minutes, it may be rounded upwards to the next five minutes.

FORM 2
MOTOR CAR PARKING COUPON
    1.  The date (year, month and day) and time of commencement of parking shall be indicated on the parking coupon by tearing out completely the appropriate tabs (as shown in Sample).
    2.  Where 2 or more parking coupons are displayed, the time of commencement of parking for the second and subsequent coupons shall be immediately after the expiry of parking covered by the previous coupon.
    3.  If no tab is provided for the time in minutes, it may be rounded upwards to the next five minutes.

MOTOR CAR NIGHT PARKING COUPON
    The date (year, month and day) and time of commencement of parking shall be indicated on the parking coupon by tearing out completely the appropriate tabs (as shown in Sample).

MOTOR CAR WHOLE DAY PARKING COUPON
    The date (year, month and day) of parking shall be indicated on the parking coupon by tearing out completely the appropriate tabs (as shown in Sample).

FORM 5
MOTOR CAR MONTHLY PARKING COUPON
    1.  The date (year and month) of parking shall be indicated by tearing out completely the appropriate tabs (as shown in Sample).
    2.  The vehicle number shall be written in ink on the parking coupon in the space provided therein.
    3.  The officer issuing the parking coupon to sign and indicate the date of issue.

MOTOR CYCLE PARKING COUPON
    1.  The time (day or night) and date (year, month and day) of parking shall be indicated on the parking coupon by tearing out completely the appropriate tabs (as shown in Sample).
    2.  The vehicle number shall be written in ink on the parking coupon in the space provided therein.
