Road Traffic Act
(Chapter 276)
Road Traffic (Public Service Vehicles) (Vocational Licences and Conduct of Drivers, Conductors and Passengers) (Amendment) Rules 2006
In exercise of the powers conferred by sections 111 of the Road Traffic Act, the Land Transport Authority of Singapore hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Road Traffic (Public Service Vehicles) (Vocational Licences and Conduct of Drivers, Conductors and Passengers) (Amendment) Rules 2006 and shall come into operation on 1st July 2006.
New rule 5A
2.  The Road Traffic (Public Service Vehicles) (Vocational Licences and Conduct of Drivers, Conductors and Passengers) Rules (R 8) (referred to in these Rules as the principal Rules) are amended by inserting, immediately after rule 5, the following rule:
Provisional licence for bus conductor and omnibus driver
5A.—(1)  The Registrar may, if he thinks fit, pending the determination of an application for a licence to be a bus conductor or an omnibus driver, grant to the applicant, subject to such conditions as the Registrar may think fit to impose, a provisional licence to act as a bus conductor or an omnibus driver.
(2)  A provisional licence granted under paragraph (1) may be revoked by the Registrar at any time and, unless sooner surrendered or revoked, shall cease to have effect on the grant or refusal of the provisional licensee’s application for a licence.”.
Amendment of rule 6
3.   Rule 6 of the principal Rules is amended by deleting paragraph (1) and substituting the following paragraph:
(1)  Subject to these Rules, upon receiving an application and payment of the prescribed fee under rule 4 (2)(c) and upon consideration of the application under rule 5 (2), the Registrar may, if he thinks fit, grant, with or without conditions —
(a)a licence to act as a conductor of a vehicle specified in the first column of Part I of the Fourth Schedule to an applicant who is of the age specified in the second column of Part I of that Schedule; or
(b)a licence to act as a driver or rider of a vehicle specified in the first column of Part II of the Fourth Schedule to an applicant who is of the age specified in the second column of Part II of that Schedule.”.
Amendment of rule 7
4.  Rule 7 of the principal Rules is amended by deleting paragraph (3) and substituting the following paragraphs:
(3)  Except in the case of a licence to be an omnibus driver, any other licence granted to an applicant under this Part shall be valid for a period of 3 years or such shorter period as the Registrar may determine.
(4)  Any licence to be an omnibus driver granted under this Part shall, unless the Registrar determines otherwise, be valid for as long as the licensee continues to be employed by the same omnibus company by which the licensee was employed at the time of application for the licence.”.
Amendment of rule 9A
5.  Rule 9A of the principal Rules is amended —
(a)by deleting the words “The following licensees” in paragraph (2) and substituting the words “Except for omnibus licensees, the following licensees”;
(b)by deleting the word “or” at the end of paragraph (2)(a); and
(c)by deleting the full-stop at the end of sub-paragraph (b) of paragraph (2) and substituting a semi-colon, and by inserting immediately thereafter the following sub-paragraphs:
(c)a licensee, being a taxi driver, who, on or after 1st July 2006, is required to undergo, within 6 months before attaining 70 years of age, an assessment test to assess his fitness to drive at a clinic designated by the Registrar; or
(d)a licensee, being a taxi driver, who, on or after 1st July 2006, is at least 70 years but below 73 years of age and who has not furnished a medical certificate to the Registrar for at least one preceding year.”.
New Fourth Schedule
6.  The principal Rules are amended by inserting, immediately after the Third Schedule, the following Schedule:
