Regulation of Imports and Exports
(Amendment No. 2)
Regulations 2013

In exercise of the powers conferred by section 3 of the Regulation of Imports and Exports Act, the Minister for Trade and Industry hereby makes the following Regulations:

Citation and commencement

1. These Regulations may be cited as the Regulation of Imports and Exports (Amendment No. 2) Regulations 2013 and shall come into operation on 1st July 2013.

Amendment of regulation 3

2. Regulation 3 of the Regulation of Imports and Exports Regulations (Rg 1) is amended —

(a)

by inserting, immediately after the words “paragraphs (2),” in paragraphs (1) and (5), “(2A),”;

(b)

by inserting, at the end of paragraph (2)(h), the word “or”;

(c)

by deleting the word “; or” at the end of paragraph (2)(i) and substituting a full-stop;

(d)

by deleting sub-paragraph (j) of paragraph (2);

(e)

by inserting, immediately after paragraph (2), the following paragraph:

“(2A) The requirement in paragraph (1) for a permit to import any goods shall not apply if such goods —

(a)	are not controlled imports;
(b)	have a total value which does not exceed $400; and
(c)	are being imported by air.”;

(f)

by deleting “$400” in paragraph (3)(b) and substituting “$1,000”;

(g)

by deleting sub-paragraph (c) of paragraph (3) and substituting the following sub-paragraph:

“(c)	are being exported by air.”; and

(h)

by deleting paragraph (4) and substituting the following paragraph:

“(4) The requirement in paragraph (1) for a permit to tranship any goods shall not apply to goods —

(a)

which are not controlled transhipments; and

(b)

which —

(i)	are not transhipped from one free trade zone to another; or
(ii)	are carried by air to and from Singapore during transhipment, and have a total value which does not exceed $1,000.”.
