United Nations (Summit between the United
States of America and the Democratic
People’s Republic of Korea) (Exemption)
Regulations 2018
In exercise of the powers conferred by section 2(1) of the United Nations Act, the Minister for Law makes the following Regulations:
Citation and period in force
1.—(1)  These Regulations are the United Nations (Summit between the United States of America and the Democratic People’s Republic of Korea) (Exemption) Regulations 2018.
(2)  These Regulations are in force for the period between 9 June 2018 and 14 June 2018 (both dates inclusive).
Definitions
2.  In these Regulations —
“delegate” means an individual from the Democratic People’s Republic of Korea who is —
(a)participating in the Summit meeting;
(b)providing secretarial, administrative or professional support to delegates in paragraph (a); or
(c)involved in any preparatory work in Singapore for the Summit meeting;
“Summit meeting” means the series of meetings between representatives of the United States of America and the Democratic People’s Republic of Korea taking place in Singapore between 10 June 2018 and 14 June 2018 (both dates inclusive), and includes any lead‑in or lead‑out activities connected with the Summit.
Exemption for shipments to and from Democratic People’s Republic of Korea
3.  Regulation 5A of the United Nations (Sanctions — Democratic People’s Republic of Korea) Regulations 2010 (G.N. No. S 570/2010) does not apply to shipping, to or from the Democratic People’s Republic of Korea, any designated item for the purpose of the preparations or conduct of the Summit meeting.
Other exemptions
4.—(1)  Regulations 8B, 9 and 10 of the United Nations (Sanctions — Democratic People’s Republic of Korea) Regulations 2010 do not apply to a person in Singapore and a citizen of Singapore outside Singapore engaging in conduct prohibited by any of those regulations if that conduct is with a delegate and for the purpose of the preparations or conduct of the Summit meeting.
(2)  Regulation 6 of the United Nations (Sanctions — Democratic People’s Republic of Korea) Regulations 2010 does not apply to —
(a)an owner or master of a ship registered as a Singapore ship under the Merchant Shipping Act (Cap. 179); and
(b)an owner or operator of an aircraft registered in Singapore under the Air Navigation Act (Cap. 6),
engaging in conduct prohibited by that regulation if that conduct is with a delegate and for the purpose of the preparations or conduct of the Summit meeting.
