COVID-19 (Temporary Measures)
(Control Order) (Amendment No. 2)
Regulations 2021
In exercise of the powers conferred by section 34(1) of the COVID‑19 (Temporary Measures) Act 2020, the Minister for Health makes the following Regulations:
Citation and commencement
1.  These Regulations are the COVID‑19 (Temporary Measures) (Control Order) (Amendment No. 2) Regulations 2021 and come into operation on 26 January 2021.
Amendment of regulation 2
2.  Regulation 2(1) of the COVID‑19 (Temporary Measures) (Control Order) Regulations 2020 (G.N. No. S 254/2020) (called in these Regulations the principal Regulations) is amended —
(a)by inserting, immediately after words “land parcel number),” in the definition of “permitted premises”, the words “a motor vehicle used as a retail food and drinks establishment,”; and
(b)by deleting the words “any vehicle” in the definition of “permitted premises” and substituting the words “any other vehicle”.
Amendment of regulation 4
3.  Regulation 4 of the principal Regulations is amended by deleting paragraph (4) and substituting the following paragraph:
(4)  An individual must not permit to enter or remain in his or her ordinary place of residence on any single day, in total —
(a)more than 8 individuals not ordinarily resident in that place; or
(b)more than the following number if higher than sub‑paragraph (a), and the following circumstances apply:
(i)if the individual’s ordinary place of residence is used for the purpose of solemnizing a marriage — the number of individuals not ordinarily resident in that place attending the solemnization of the marriage and who are within the maximum permissible group size allowed under regulation 7A(2) during the solemnization of the marriage;
(ii)if the individual is the grandparent of any child subject to care arrangements provided at the individual’s ordinary place of residence — the number of children and parents of the children allowed under paragraph (3)(ca) only for those care arrangements to take place when either parent is at work.”.
Amendment of regulation 8
4.  Regulation 8(1) of the principal Regulations is amended by inserting, immediately after sub‑paragraph (ii) of sub‑paragraph (h), the following sub‑paragraph and example:
(iii)any verbal exhortation of goodwill or honour or about any other matter (whether or not auspicious or propitious) accompanied by a ritual (like toasting) in which a drink or any food is offered, taken or handled;
Example
A toast in acclamation to the bride and groom at a wedding reception or wedding dinner is not allowed.”.
Amendment of regulation 13F
5.  Regulation 13F of the principal Regulations is amended —
(a)by deleting the words “and, if a live performance within the meaning of the COVID‑19 (Temporary Measures) (Performances and Other Activities — Control Order) Regulations 2020 (G.N. No. S 927/2020) is involved, in any place which the person staging the live performance would not ordinarily be allowed under those Regulations to stage in as if those Regulations apply” in paragraph (2)(b);
(b)by deleting the word “and” at the end of paragraph (2)(e)(iv);
(c)by deleting the full‑stop at the end of paragraph (2)(e)(v) and substituting the word “; and”;
(d)by inserting, immediately after the examples in paragraph (2)(e)(v), the following sub‑paragraph and example:
(vi)no verbal exhortations of goodwill or honour or about any other matter (whether or not auspicious or propitious), accompanied by a ritual (like toasting) in which a drink or any food is offered, taken or handled, are made during the event.
Example
An ovation offered and accepted with drinks during a meeting to congratulate the new chief executive on his or her receiving an enterprise award, is not allowed.”;
(e)by deleting the words “and, if a live performance within the meaning of the COVID‑19 (Temporary Measures) (Performances and Other Activities — Control Order) Regulations 2020 is involved, in any place which the person staging the live performance would not ordinarily be allowed under those Regulations to stage in as if those Regulations apply” in paragraph (3)(b);
(f)by deleting the word “and” at the end of paragraph (3)(e)(iv);
(g)by deleting the full‑stop at the end of paragraph (3)(e)(v) and substituting the word “; and”; and
(h)by inserting, immediately after the examples in paragraph (3)(e)(v), the following sub‑paragraph and example:
(vi)no verbal exhortations of goodwill or honour or about any other matter (whether or not auspicious or propitious), accompanied by a ritual (like toasting) in which a drink or any food is offered, taken or handled, are made during the event.
Example
A raucous toast for the guest‑of‑honour on an event marking the opening a department store is not allowed.”.
Amendment of First Schedule
6.—(1)  Paragraph 3 of Part 3 of the First Schedule to the principal Regulations is amended —
(a)by deleting the words “to be provided”; and
(b)by deleting the full‑stop at the end of sub‑paragraph (f) and substituting a semi‑colon, and by inserting immediately thereafter the following sub‑paragraph and examples:
(g)any verbal exhortation of goodwill or honour or about any other matter (whether or not auspicious or propitious) carried out by a customer or otherwise, accompanied by a ritual (like toasting) in which a drink or any food is offered, taken or handled.
Examples
A toast in acclamation to the bride and groom at a wedding reception or wedding dinner is not allowed.
Emphatic uttering of auspicious sayings during the traditional Chinese ritual known as Lo‑Hei is not allowed.”.
(2)  Paragraph 2 of Part 5 of the First Schedule to the principal Regulations is amended by inserting, immediately after sub‑paragraph (2), the following sub‑paragraph:
(3)  Sub‑paragraphs (1) and (2) do not apply to the person who carries on an education business at the LASALLE College of the Arts or the Nanyang Academy of Fine Arts.”.
