(TUM CREATE Electric Vehicle Trial)
(Exemption) Order 2015
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Transport makes the following Order:
Citation
1.  This Order may be cited as the Road Traffic (TUM CREATE Electric Vehicle Trial) (Exemption) Order 2015.
Definitions
2.  In this Order —
“qualified person” means an individual —
(a)who is registered with, and trained and authorised by TUM CREATE to drive a specified vehicle; and
(b)who holds a valid Class 3 driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27);
“relevant period” means the period from 6 July 2015 to 5 July 2017 (both dates inclusive);
“specified area” means the areas specified in Parts 1 and 2 of the First Schedule;
“specified rules” means the rules specified in the Second Schedule;
“specified vehicle” means the prototype electric vehicle (known as “EVA”) developed and used by TUM CREATE;
“TUM CREATE” means the company incorporated under the Companies Act (Cap. 50) under the name “TUM CREATE Limited”.
Exemption
3.—(1)  Subject to the conditions in sub-paragraph (2), Part I and sections 90 and 91 of the Act and the specified rules do not apply to or in relation to a specified vehicle used on any road within the specified area by a qualified person during the relevant period for or in connection with —
(a)any test to assess the functionality of the specified vehicle; or
(b)any test to conduct research on battery range performance, fast charging capacity and vehicle air conditioning system technology of an electric vehicle in the tropical climate of Singapore.
(2)  The exemption in sub-paragraph (1) is subject to the following conditions:
(a)there must be only one specified vehicle in use on any road within the specified area at any time during the relevant period;
(b)there must be in force, at all times during the relevant period, a policy of insurance in relation to the use of a specified vehicle by any person, insuring against any liability in respect of the death of, or bodily injury sustained by, any person caused by or arising out of the use of the specified vehicle at any time during the relevant period;
(c)the policy of insurance referred to in sub-paragraph (b) must be issued by an insurer who, at the time the policy was issued, is lawfully carrying on insurance business in Singapore;
(d)there are adequate safety and traffic management measures in place for the purposes of traffic safety and reducing the likelihood of traffic congestion when a specified vehicle is used on any road within the specified area;
(e)any other safety or traffic management measure required by the Authority that relates to the use of a specified vehicle on any road within the specified area is implemented within such time as specified by the Authority by a notice in writing.
