National University of Singapore Act
(Chapter 204)
National University of Singapore Act (Amendment of University Constitution) Order 2001
In exercise of the powers conferred by section 6(2) of the National University of Singapore Act, the Minister for Education, on the advice of the Council of the National University of Singapore, hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the National University of Singapore Act (Amendment of University Constitution) Order 2001 and shall come into operation on 1st September 2001.
Amendment of University Constitution
2.  The University Constitution set out in the First Schedule to the Act is amended —
(a)by deleting the definition of “Convocation” in section 2(1) and substituting the following definition:
“ “Commencement” means a ceremony held in accordance with section 28;”;
(b)by inserting, immediately after the definition of “Council” in section 2(1), the following definition:
“ “Deputy President” means a Deputy President of the University;”;
(c)by deleting the definition of “officer” in section 2(1) and substituting the following definitions:
“ “officer” or “officer of the University” means any officer appointed under section 6 and includes the Chancellor, a Pro-Chancellor, the President and a Deputy President;
“President” means the President of the University;”;
(d)by deleting the definitions of “teacher” and “Vice-Chancellor” in section 2(1);
(e)by inserting, immediately after the words “The President” in section 3(1), the words “of the Republic of Singapore”;
(f)by deleting the word “Convocation” in the following provisions and substituting in each case the word “Commencement”:
Sections 3(2) (4th and 6th lines) and 28 (1) and (2) and marginal note;
(g)by deleting the words “Deputy Vice-Chancellors” in section 5(4) and substituting the words “Deputy Presidents”;
(h)by deleting the words “after consultation with the Senate” in section 5(4);
(i)by deleting the words “the Deputy Vice-Chancellor” in section 5(5) and substituting the words “a Deputy President”;
(j)by deleting the words “Vice-Chancellor” and “Deputy Vice-Chancellor” wherever they appear in section 5(6) and (7) and substituting in each case the words “President” and “Deputy President”, respectively;
(k)by deleting the marginal note of section 5 and substituting the following section heading:
President and Deputy Presidents”;
(l)by deleting the word “Vice-Chancellor” wherever it appears in the following provisions and substituting in each case the word “President”:
Sections 5(1), (2) (1st line) and (3), 8 (1)(a) and (b) (3rd line), 13 (1)(a), 17 (3) and (4) (1st, 5th and 6th lines), 24, 25 (1) (2nd, 3rd and 4th lines) and 28 (2);
(m)by deleting sections 6 and 7 and substituting the following section:
Officers
6.—(1)  The University may by statute appoint any person as an officer of the University.
(2)  Officers appointed under subsection (1) shall have such powers and duties as may be prescribed by statute.”;
(n)by deleting the word “teacher” in section 8(5) and substituting the words “academic member”;
(o)by deleting subsection (6) of section 8 and substituting the following subsection:
(6)  In this section —
“academic member” means a person appointed by the University as a professor, associate professor, assistant professor, senior lecturer or lecturer;
“Register of Graduates” means the Register of Graduates maintained in accordance with the provisions of the Fourth Schedule.”;
(p)by deleting paragraph (b\) of section 9(1) and substituting the following paragraph:
(b)resigns his office in writing;”;
(q)by deleting paragraph (b\) of section 13(1);
(r)by deleting subsection (4) of section 15 and substituting the following subsection:
(4)  The President may depute a Deputy President to preside at any meeting which the President is unable to attend.”;
(s)by deleting paragraph (b\) of section 18(3);
(t)by deleting the words “and may be published in such newspapers circulating in such places as the Council may direct” in section 20(1);
(u)by deleting subsections (2) and (3) of section 20 and substituting the following subsection:
(2)  The statutes and regulations of the University in force on the date of publication shall be published annually.”;
(v)by inserting, immediately after section 23, the following section:
Chief financial officer
23A.—(1)  There shall be a chief financial officer of the University who shall be appointed by the Council.
(2)  Subject to the provisions of this Constitution, the term of office and other conditions of appointment of the chief financial officer shall be determined by the Council.”;
(w)by deleting the words “shall be in such form as the Council may direct and” in the 1st and 2nd lines of section 25(1); and
(x)by deleting sections 29 and 30.
