Passports Act
(Chapter 220)
Passports (Amendment No. 5) Regulations 1999
In exercise of the powers conferred by section 3(1) of the Passports Act, the Minister for Home Affairs hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Passports (Amendment No. 5) Regulations 1999 and shall come into operation on 18th October 1999.
Amendment of regulation 4
2.  Regulation 4 of the Passports Regulations (Rg 1) is amended by inserting, immediately after paragraph (1), the following paragraphs:
(1A)  An application for a Singapore passport must be accompanied by one photograph of the applicant.
(1B)  An application for a certificate of identity or other document of identity for travel purposes must be accompanied by 2 photographs of the applicant.
(1C)  The photographs referred to in paragraphs (1A) and
(1B)  must have been taken within 3 months before the date of application and must comply with the specifications set out in the Fourth Schedule.”.
Amendment of regulation 5
3.  Regulation 5(2) of the Passports Regulations is amended by deleting the words “10 years” and substituting the words “11 years”.
Amendment of regulation 7
4.  Regulation 7(1) of the Passports Regulations is amended by deleting the words “10 years” in the 2nd and 5th lines and substituting in each case the words “11 years”.
New regulation 7A
5.  The Passports Regulations are amended by inserting, immediately after regulation 7, the following regulation:
Collection of Singapore passport
7A.—(1)  An applicant for the issue or renewal of a Singapore passport must collect the Singapore passport within 3 months from the date of the notice from an authorised officer informing the applicant that the Singapore passport is ready for collection.
(2)  An authorised officer may cancel any Singapore passport that is not collected within the period provided in paragraph (1).
(3)  The fee payable in respect of a Singapore passport that is cancelled under paragraph (2) shall not be refunded.”.
Amendment of First Schedule
6.  Paragraph 1 of the First Schedule to the Passports Regulations is amended —
(a)by deleting sub-paragraph (a) and substituting the following sub-paragraph:
(a) Republic of Singapore Passport —
(i) where the application is made in Singapore either by post or through deposit boxes designated by the Controller for the receipt of passport applications

(b)by deleting the word “International” in sub-paragraph (b).
New Fourth Schedule
7.  The Passports Regulations are amended by inserting, immediately after the Third Schedule, the following Schedule:
FOURTH SCHEDULE
Regulation 4(1C)
Specification of Photographs
(1)  The size of the photograph should be 35mm wide and 45mm high.
(2)  The full face of the applicant must appear in the photograph with the image of the applicant’s face measuring between 25mm and 35mm from chin to crown of head, and with the shoulders of the applicant just visible.
(3)  The background screen of the photograph must be white, except that where the applicant’s hair is white, the background must be light gray.
(4)  The photograph must be in colour with a matt or semi-matt finish.
(5)  The photograph must be of the applicant without wearing any headgear, unless the applicant habitually wears a headgear in accordance with his religious or racial custom but the headgear must not hide the applicant’s features.”.
