(Singapore Airshow 2014)
(Exemption) Order 2014
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Transport hereby makes the following Order:
Citation
1.  This Order may be cited as the Road Traffic (Singapore Airshow 2014) (Exemption) Order 2014.
Definitions
2.  In this Order —
“Changi Airport” means the airport declared under the Civil Aviation Authority of Singapore (Changi Airport) Notification 2009 (G.N. No. S 293/2009);
“specified road” means any road between Changi Airport and Changi Exhibition Centre.
Exemption
3.—(1)  Subject to this paragraph, sections 5(1) and (5), 10, 15 and 29 of the Act and the rules specified in the Schedule shall not apply on 3rd February 2014 and 20th February 2014 to the use on a specified road by, or under the authority of, Experia Events Pte. Ltd. of any vehicle that —
(a)is ground support equipment owned by the Government or any statutory authority, or by any company operating within Changi Airport for use ordinarily within Changi Airport;
(b)is used on the specified road for the purpose of conveyance between Changi Airport and Changi Exhibition Centre in connection with the event known as the Singapore Airshow 2014 (referred to hereinafter as the Airshow); and
(c)is approved by the Registrar for use on the specified road.
(2)  The exemption in respect of any vehicle under sub‑paragraph (1) is subject to the following conditions:
(a)the vehicle must be under police escort at all times when it is used on a specified road;
(b)the use of the vehicle on a specified road is restricted to between 12.01 a.m. and 2 a.m. (both times inclusive) (referred to hereinafter as the restricted hours);
(c)notwithstanding sub‑paragraph (b), if there is a requirement to use the vehicle on a specified road outside the restricted hours, Experia Events Pte. Ltd. must —
(i)inform the Authority about the requirement in advance; and
(ii)ensure minimum disruption to the normal traffic as well as the flow of vehicles and visitors heading to and leaving the Airshow when the vehicle is used on the specified road;
(d)Experia Events Pte. Ltd. must oversee and co‑ordinate the use of the vehicle on a specified road;
(e)there must be in force, at all times in relation to the use of the vehicle on a specified road, a policy of insurance insuring against any liability in respect of the death of, or bodily injury sustained by, any person caused by or arising out of the use of the vehicle;
(f)the policy of insurance referred to in sub‑paragraph (e) must be issued by an insurer who at the time the policy is issued is lawfully carrying on insurance business in Singapore;
(g)Experia Events Pte. Ltd. must ensure the vehicle’s roadworthiness; and
(h)Experia Events Pte. Ltd. must ensure that the use of the vehicle on a specified road complies with all the provisions of the Act and all subsidiary legislation made thereunder not specified in sub‑paragraph (1) or in the Schedule.
