Public Entertainments and Meetings Act
(Chapter 257)
Public Entertainments and Meetings (Speakers’ Corner) (Exemption) (Amendment) Order 2009
In exercise of the powers conferred by section 16 of the Public Entertainments and Meetings Act, the Minister for Home Affairs hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the Public Entertainments and Meetings (Speakers’ Corner) (Exemption) (Amendment) Order 2009 and shall come into operation on 9th October 2009.
Amendment of paragraph 2
2.  Paragraph 2 of the Public Entertainments and Meetings (Speakers’ Corner) (Exemption) Order 2008 (G.N. No. S 426/2008) (referred to in this Order as the principal Order) is amended by deleting the words “recital, lecture, talk, address, debate or discussion” in the definition of “public speaking” and substituting the words “or recital (without any lecture, talk, address, debate, discussion or demonstration)”.
Amendment of paragraph 3
3.  Paragraph 3 of the principal Order is amended —
(a)by deleting sub-paragraph (a) of sub-paragraph (1);
(b)by inserting, immediately after the words “performance or an exhibition at the Speakers’ Corner” in the 1st line of sub-paragraph (2), the words “without any lecture, talk, address, debate or discussion or demonstration and that is”;
(c)by deleting sub-paragraph (b) of sub-paragraph (2); and
(d)by deleting sub-paragraph (3).
Deletion and substitution of Schedule
4.  The Schedule to the principal Order is deleted and the following Schedule substituted therefor:

Speakers’ Corner in Hong Lim Park
All that land within the boundaries commencing from the junction of New Bridge Road and North Canal Road to the junction of North Canal Road and South Bridge Road to the junction of South Bridge Road and Upper Pickering Street to the junction of Upper Pickering Street and New Bridge Road, and which is more particularly delineated in the Plan below.
