(Public Service Vehicles)
(Amendment) Rules 2019
In exercise of the powers conferred by section 111 of the Road Traffic Act, the Land Transport Authority of Singapore makes the following Rules:
Citation and commencement
1.  These Rules are the Road Traffic (Public Service Vehicles) (Amendment) Rules 2019 and come into operation on 15 July 2019.
Amendment of rule 14
2.  Rule 14 of the Road Traffic (Public Service Vehicles) Rules (R 14) (called in these Rules the principal Rules) is amended —
(a)by inserting, immediately after the definition of “audio recording equipment”, the following definition:
“ “bus” means any motor vehicle that is the subject of any of the following classes of licence granted under Part V of the Act:
(a)an omnibus licence;
(b)an excursion bus licence;
(c)a private bus licence;
(d)a private hire bus licence;
(e)a school bus licence;”;
(b)by deleting the definition of “public service vehicle” and substituting the following definition:
“ “public service vehicle” means any motor vehicle that is licensed under Part V of the Act but does not include a bus;”; and
(c)by deleting the definition of “regular route service”.
Amendment of rule 14B
3.  Rule 14B(4) of the principal Rules is amended —
(a)by deleting the word “and” at the end of sub‑paragraph (a); and
(b)by deleting the full-stop at the end of sub‑paragraph (b) and substituting the word “; and”, and by inserting immediately thereafter the following sub‑paragraph:
(c)a notice is displayed in a conspicuous place inside the vehicle, stating that audio recording equipment is installed in or on the vehicle in accordance with the Registrar’s permission.”.
Amendment of rule 14C
4.  Rule 14C(4) of the principal Rules is amended —
(a)by deleting the words “of absence” and substituting the words “or absence”;
(b)by deleting the word “and” at the end of sub‑paragraph (a); and
(c)by deleting the full-stop at the end of sub‑paragraph (b) and substituting the word “; and”, and by inserting immediately thereafter the following sub‑paragraph:
(c)a notice is displayed in a conspicuous place inside the vehicle, stating that visual recording equipment is installed in or on the vehicle in accordance with the Registrar’s permission.”.
New rule 14CA
5.  The principal Rules are amended by inserting, immediately after rule 14C, the following rule:
Notice of recording equipment in buses
14CA.  A person must not use, or cause or permit to be used —
(a)any audio recording equipment installed in or on a bus to record any sound, or absence of sound, within the bus; or
(b)any visual recording equipment installed in or on a bus to record the presence or absence of any person or item, or the occurrence of any incident, within the bus,
unless a notice is displayed in a conspicuous place inside the bus, stating that audio recording equipment or visual recording equipment (as the case may be) is installed in or on the bus.”.
