Public Utilities (Water Supply)
(Amendment No. 2) Regulations 2018
In exercise of the powers conferred by section 72 of the Public Utilities Act, the Public Utilities Board, with the approval of the Minister for the Environment and Water Resources, makes the following Regulations:
Citation and commencement
1.  These Regulations are the Public Utilities (Water Supply) (Amendment No. 2) Regulations 2018 and come into operation on 1 October 2018.
Amendment of regulation 40A
2.  Regulation 40A of the Public Utilities (Water Supply) Regulations (Rg 5) (called in these Regulations the principal Regulations) is amended —
(a)by deleting the word “means —” in the definition of “specified water fitting” and substituting the words “means any of the following:”;
(b)by deleting the word “and” at the end of paragraph (d) of the definition of “specified water fitting”; and
(c)by inserting, immediately after paragraph (e) of the definition of “specified water fitting”, the following paragraph:
(f)a dishwasher intended for household use;”.
Amendment of Part 1 of Second Schedule
3.  Part 1 of the Second Schedule to the principal Regulations is amended —
(a)by inserting, immediately after item (4) of paragraph 1, the following item:

(b)by inserting, immediately after paragraph 4, the following paragraph:
4A.  The water consumption for a dishwasher is to be measured using the wash programme or other associated settings recommended in the manufacturer’s product literature for normally soiled tableware at rated dishwasher capacity, and the following are not required as a test condition:
(a)the use of a reference dishwasher for normalisation of base load items;
(b)the parallel operation of a reference dishwasher with the tested dishwasher;
(c)the use of a specific inlet water temperature, water hardness, water pressure, ambient temperature or humidity;
(d)the use of soiling agents;
(e)the use of detergent, rinse agent or salt;
(f)the use of an electric supply at a specific voltage;
(g)the use of regeneration operations;
(h)the preparation and application of soiling agents.”.
Amendment of Part 2 of Second Schedule
4.  Part 2 of the Second Schedule to the principal Regulations is amended —
(a)by inserting, immediately after sub‑paragraph (f) of paragraph 2, the following sub‑paragraph:

(b)by inserting, immediately after the words “CLOTHES WASHING MACHINES” in the title of Label 2 in paragraph 3, the words “AND DISHWASHERS”; and
(c)by deleting the definition of “water consumption” in paragraph 4 and substituting the following definitions:
“ “place setting” means —
(a)where the test standard used is BS EN 50242: 2016 / BS EN 60436: 2016, the set of tableware items specified in Annex A of BS EN 50242: 2016 / BS EN 60436: 2016; and
(b)where the test standard used is IEC 60436: 2015, the set of tableware items specified in Annex A of IEC 60436: 2015;
“water consumption” means —
(a)in relation to a clothes washing machine, the volume of water used by the clothes washing machine, as specified in the test report; and
(b)in relation to a dishwasher, the volume of water used by the dishwasher, as specified in the test report.”.
Amendment of Part 3 of Second Schedule
5.  Part 3 of the Second Schedule to the principal Regulations is amended by deleting paragraph 4 and substituting the following paragraphs:
4.  Every dishwasher intended for household use must be of such a design as to use not more than 1.5 litres of water per place setting for normally soiled tableware at rated dishwasher capacity.
5.  In this Part —
“flow rate” means the volume of water that flows out of a tap and mixer per minute, as specified in the test report;
“place setting” means —
(a)where the test standard used is BS EN 50242: 2016 / BS EN 60436: 2016, the set of tableware items specified in Annex A of BS EN 50242: 2016 / BS EN 60436: 2016; and
(b)where the test standard used is IEC 60436: 2015, the set of tableware items specified in Annex A of IEC 60436: 2015.”.
