(Jurong Lake Gardens — Exemption)
(No. 2) Order 2019
In exercise of the powers conferred by section 66 of the Active Mobility Act 2017, the Minister for Transport makes the following Order:
Citation
1.  This Order is the Active Mobility (Jurong Lake Gardens — Exemption) (No. 2) Order 2019.
Definitions
2.  In this Order —
“buggy” means an electronically operated four‑wheeled lightweight vehicle that is intended for short distance commuting;
“National Parks Board” means the National Parks Board established by the repealed National Parks Act (Cap. 198A, 1991 Ed.) in force before 1 July 1996 and continued by section 3 of the National Parks Board Act (Cap. 198A);
“Singapore Sports Council” means the Council established by section 3 of the Singapore Sports Council Act (Cap. 305);
“specified events” means the following events:
(a)the event known as GetActive! organised by the Singapore Sports Council to be held at Jurong Lake Gardens from 2 p.m. to 8 p.m. on 3 August 2019 and 4 August 2019;
(b)the event known as the Mid‑Autumn Festival organised by the National Parks Board to be held at Jurong Lake Gardens from 6 p.m. to 10.30 p.m. for the period between 6 September 2019 and 15 September 2019 (both dates inclusive);
(c)the event known as the Community Gardener Festival organised by the National Parks Board to be held at Jurong Lake Gardens from 8 a.m. to 7 p.m. for the period between 1 November 2019 and 3 November 2019 (both dates inclusive);
“specified shared path” means the shared path specified in item 94 of the Third Schedule to the Active Mobility (Shared Paths) Order 2018 (G.N. No. S 260/2018).
Exemption for buggy drivers
3.  Section 17(1) of the Act does not apply to an individual driving a buggy on the specified shared path under the following conditions:
(a)the individual is authorised by the National Parks Board to drive the buggy;
(b)the buggy is driven only during and in connection with any of the specified events;
(c)the buggy is not driven at a speed exceeding 10 km/h;
(d)the buggy does not carry, at any time, more passengers than the buggy is designed to carry;
(e)there is in force, during each of the specified events at which the buggy is driven, a policy of insurance in relation to the buggy insuring against any liability in respect of the death of or bodily injury sustained by any person, or property damage suffered by any person, caused by or arising out of the use of the buggy.
