Fire Safety
(Fire Safety Managers) (Amendment)
Regulations 2013

In exercise of the powers conferred by section 61 of the Fire Safety Act, the Minister for Home Affairs hereby makes the following Regulations:

Citation and commencement

1. These Regulations may be cited as the Fire Safety (Fire Safety Managers) (Amendment) Regulations 2013 and shall come into operation on 1st September 2013.

Amendment of regulation 2

2. Regulation 2 of the Fire Safety (Fire Safety Managers) Regulations (Rg 3) (referred to in these Regulations as the principal Regulations) is amended —

(a)

by deleting the definitions of “Arson Prevention Plan” and “Fire Code” and substituting the following definitions:

“ “Arson Prevention Plan” and “Emergency Response Plan” have the same meanings, respectively, as in regulation 2 of the Fire Safety (Emergency Response Plan) Regulations (Rg 4);”;

(b)

by deleting the words “other emergencies” in the definition of “Fire Command Centre” and substituting the words “other related emergencies”;

(c)

by deleting the definition of “Fire Emergency Plan”;

(d)

by deleting the words “Fire Emergency Plan” in the definition of “Fire Safety Committee” and substituting the words “Emergency Response Plan”; and

(e)

by deleting the words “a Fire Emergency Plan” in paragraph (b) of the definition of “Table‑Top Exercises” and substituting the words “an Emergency Response Plan”.

Amendment of regulation 7

3. Regulation 7 of the principal Regulations is amended —

(a)

by deleting the words “Fire Emergency Plan” in paragraphs (a) and (k) and substituting in each case the words “Emergency Response Plan”;

(b)

by deleting paragraph (e) and substituting the following paragraphs:

“(e)	prepare and execute the Emergency Response Plan for the premises and distribute the Emergency Response Plan to the occupants of the premises;
(ea)	conduct fire drills and emergency exercises for the occupants of the premises annually or on such occasion as may be directed by the Commissioner;”;

(c)

by inserting, immediately after paragraph (g), the following paragraph:

“(ga)

train, co‑ordinate and supervise the Company Emergency Response Team for the premises in first‑aid, fire‑fighting and evacuation in the event of fire or other related emergencies;”;

(d)

by inserting, immediately after the words “in the event of fire” in paragraph (h), the words “or other related emergencies”; and

(e)

by inserting, immediately after the words “in the event of fire or other” in paragraphs (i) and (j), the word “related”.

Amendment of regulation 8

4. Regulation 8(2) of the principal Regulations is amended by deleting the words “Fire Emergency Plan” in sub‑paragraph (f) and substituting the words “Emergency Response Plan”.
