Parking Places
(Digital Payment — Parking Charges)
Rules 2017

In exercise of the powers conferred by section 8 of the Parking Places Act, the Land Transport Authority of Singapore, with the approval of the Minister for Transport, makes the following Rules:

Citation and commencement

1. These Rules are the Parking Places (Digital Payment — Parking Charges) Rules 2017 and come into operation on 3 October 2017.

Definitions

2. In these Rules, unless the context otherwise requires —

“coupon parking place” has the meaning given by the Parking Places (Coupon Parking) Rules (R 3);

“digital parking system application” or “DP app” means a digital application software approved by the Superintendent for use as a method of payment of the prescribed charge for parking at any coupon parking place;

“identification mark” means the identification mark required by rule 17 of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (Cap. 276, R 5) to be carried by a motor vehicle;

“parking session” has the meaning given by rule 3;

“prescribed charge”, for a coupon parking place, means the charge prescribed under section 9(1) of the Act as the charge payable by any person for parking a vehicle in the coupon parking place.

Payment using DP app

3.—(1) A person who parks a vehicle in any coupon parking place at any period of time during which prescribed charges are payable may, in lieu of the method described in the Parking Places (Coupon Parking) Rules (R 3), pay the prescribed charges for that period by —

(a)

entering the following information using a DP app:

(i)	the identification mark of the vehicle;
(ii)	the location of the coupon parking place;
(iii)	the class of vehicle;
(iv)	the duration of the period of parking (called in these Rules the parking session); and

(b)

confirming the payment for the parking session using the DP app.

(2) The person may extend the duration of the parking session mentioned in paragraph (1) using a DP app by the same steps in that paragraph.

Terminating parking session

4.—(1) A person may terminate a parking session using a DP app when the vehicle is removed from the coupon parking place before the expiry of the parking session for which payment has been made using the DP app.

(2) The Superintendent may refund to the person who made payment using a DP app (according to this rule and rule 3) of any prescribed charge for a parking session such part of the paid prescribed charge that corresponds pro‑rata to the part of the parking session unexpired when terminated under paragraph (1).
