Notification 2014

In exercise of the powers conferred by section 5(2) of the Public Order (Additional Temporary Measures) Act 2014, the Commissioner of Police hereby makes the following Notification:

Citation and commencement

1. This Notification may be cited as the Public Order (Additional Temporary Measures) (Class Permit) (Amendment No. 5) Notification 2014 and shall come into operation on 3 September 2014.

New paragraph 7A

2. The Public Order (Additional Temporary Measures) (Class Permit) Notification 2014 (G.N. No. S 262/2014) is amended by inserting, immediately after paragraph 7, the following paragraph:

“Supply of alcohol during private events

7A.—(1) The supply of any alcohol within any enclosed premises within a special zone is authorised under this Notification only where —

(a)	the supplier of alcohol is the owner or occupier of the enclosed premises or a guest of the owner or occupier;
(b)	the supply of alcohol is intended solely for consumption within the enclosed premises, in connection with a private event organised by or on behalf of the owner or occupier of those premises and held wholly within those premises; and
(c)	the supply of alcohol is not in exchange for any cash or like consideration.

(2) In this paragraph —

“occupier”, in relation to any enclosed premises, means the person in lawful occupation of the enclosed premises, or having the lawful charge, management or control thereof, whether or not as an agent of another;

“private event” means an event, gathering or occasion —

(a)	that is not publicly advertised;
(b)	that is not open to attendance by the public or section of the public, whether or not on payment of a fee; and
(c)	attendance at which is restricted by personal invitation of the organiser or host of the event, gathering or occasion.”.
