(Exemption) Order 2014
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Transport hereby makes the following Order:
Citation
1.  This Order may be cited as the Road Traffic (2014 FORMULA 1™ Singapore Airlines Singapore Grand Prix) (Exemption) Order 2014.
Definitions
2.  In this Order —
“designated roads” means —
(a)the racing circuit designated and approved for use by the Fédération Internationale de l’Automobile, the Singapore Tourism Board and the Land Transport Authority of Singapore for the purpose of a specified event; and
(b)the roads that fall within the area surrounded by the racing circuit,
which are more particularly shown in the First Schedule;
“specified event” means any of the following events:
(a)the Fédération Internationale de l’Automobile Formula One World Championship 2014;
(b)the Fédération Internationale de l’Automobile Masters Historic Formula One Championship 2014;
(c)the Porsche Carrera Cup Asia 2014;
(d)the President’s Challenge 2014;
“trackjet” means the motor vehicle bearing registration number BKU6672.
General exemption
3.—(1)  Subject to this paragraph, sections 10, 10A, 11, 11A(3), 12, 15, 29, 34E and 91 of the Act and the Rules specified in the Second and Third Schedules shall not apply to, or in relation to, any motor vehicle —
(a)when it is used on any of the designated roads for the purpose of any specified event during the period from 19 September 2014 to 21 September 2014 (both dates inclusive); and
(b)in respect of which there is in force a policy of insurance insuring the owner of that motor vehicle and such other person (as may be specified in the policy) who drives that motor vehicle jointly and severally against any liability which may be incurred by the owner or that other person in respect of the death of or bodily injury to any person caused by or arising out of the use of that motor vehicle in Singapore.
(2)  Sub-paragraph (1) shall not apply to a motor vehicle which is used on any of the designated roads when that road is open to the public.
(3)  In this paragraph, “motor vehicle” means a motor vehicle which is not registered under the Act, and excludes the trackjet.
Exemption for trackjet
4.—(1)  Subject to sub-paragraph (2), the Rules specified in the Third Schedule shall not apply to, or in relation to, the trackjet —
(a)when it is used on any road for the purpose of or in connection with any specified event during the period from 11 September 2014 to 23 September 2014 (both dates inclusive); and
(b)in respect of which there is in force a policy of insurance insuring the owner of the trackjet and such other person (as may be specified in the policy) who drives the trackjet jointly and severally against any liability which may be incurred by the owner or that other person in respect of the death of or bodily injury to any person caused by or arising out of the use of the trackjet in Singapore.
(2)  The trackjet shall be escorted by auxiliary police officers at all times when it is driven on any road in Singapore, except when it is driven on any of the designated roads, during the period referred to in sub‑paragraph (1)(a).
