(Bicycles and Personal Mobility Devices)
(Exemption) Order 2015
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Home Affairs makes the following Order:
Citation
1.  This Order may be cited as the Road Traffic (Bicycles and Personal Mobility Devices) (Exemption) Order 2015.
Definitions
2.  In this Order —
“bicycle” means a pedal bicycle, a pedal tricycle, a trishaw or a power-assisted bicycle;
“personal mobility device” means a vehicle that —
(a)is designed to be used by one person;
(b)has one or more wheels that operate on a single axis;
(c)is propelled by an electric motor attached to the vehicle or by human power or both; and
(d)does not resemble a motor car or motor cycle,
such as (but not limited to) wheelchairs, rollerblades, roller-skates, skateboards, skate-scooters and unicycles but does not include a bicycle, trolley, perambulator, motor car and motor cycle;
“power-assisted bicycle” means a bicycle that —
(a)is equipped with an electric motor; and
(b)is propelled by an electric motor attached to it or by human power, or both.
Exemption
3.  For the period between 7 October 2015 and 18 December 2015 (both dates inclusive), rule 28 of the Road Traffic Rules (R 20) does not apply to any individual riding a bicycle or personal mobility device on the footway of any road within the area in the First Schedule or the Second Schedule.
