(Exemption) (No. 2)
Order 2013
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Home Affairs hereby makes the following Order:
Citation
1.  This Order may be cited as the Road Traffic (2013 FORMULA 1™ SingTel Singapore Grand Prix) (Exemption) (No. 2) Order 2013.
Definitions
2.  In this Order —
“designated roads” means —
(a)the racing circuit designated and approved for use by the Fédération Internationale de l’Automobile, the Singapore Tourism Board and the Land Transport Authority of Singapore for the purpose of a specified event; and
(b)the roads that fall within the area surrounded by the racing circuit,
which are more particularly shown in the Schedule;
“specified event” means any of the following events:
(a)the Fédération Internationale de l’Automobile Formula One World Championship 2013;
(b)the Porsche Carrera Cup Asia 2013;
(c)the GP2 Series 2013.
Exemption
3.—(1)  Subject to sub-paragraph (2), sections 35, 62, 63, 64, 65, 65B, 66, 67, 68, 84 and 120 of the Act and rules 4 and 5 of the Road Traffic (Motor Vehicles, Wearing of Seat Belts) Rules 2011 (G.N. No. S 688/2011) shall not apply to, or in relation to, any motor vehicle —
(a)when it is used on any of the designated roads for the purpose of a specified event from 20th September 2013 to 22nd September 2013 (both dates inclusive); and
(b)in respect of which there is in force a policy of insurance insuring the owner of that motor vehicle and such other person (as may be specified in the policy) who drives that motor vehicle jointly and severally against any liability which may be incurred by the owner or that other person in respect of the death of or bodily injury to any person caused by or arising out of the use of that motor vehicle in Singapore.
(2)  Sub-paragraph (1) shall not apply to a motor vehicle which is used on any of the designated roads when that road is open to the public.
