(Scholarships, Bursaries and Awards)
(Amendment) Regulations 2016
In exercise of the powers conferred by section 24 of the Education Endowment and Savings Schemes Act, the Minister for Education (Schools) makes the following Regulations:
Citation and commencement
1.  These Regulations are the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) (Amendment) Regulations 2016 and come into operation on 25 November 2016.
Amendment of regulation 2
2.  Regulation 2 of the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) Regulations (Rg 4) (called in these Regulations the principal Regulations) is amended —
(a)by inserting, immediately after the words “in relation to a pupil of” in paragraph (c) of the definition of “course”, the words “a polytechnic,”;
(b)by inserting, immediately after the words “course offered by the” in paragraph (c) of the definition of “course”, the word “polytechnic,”;
(c)by inserting, immediately after the definition of “non‑independent integrated programme school”, the following definition:
“ “polytechnic” means a polytechnic established by a public Act;”;
(d)by deleting the words “full‑time pupil in the Institute of Technical Education or a” in paragraph (b) of the definition of “relevant examinations”; and
(e)by deleting the words “or the Institute of Technical Education” in paragraph (b) of the definition of “relevant examinations”.
Amendment of regulation 3
3.  Regulation 3 of the principal Regulations is amended —
(a)by deleting the word “or” at the end of paragraph (a)(i);
(b)by inserting the word “or” at the end of sub‑paragraph (ii) of paragraph (a), and by inserting immediately thereafter the following sub‑paragraph:
(iii)any specified educational institution;”;
(c)by inserting, immediately after the words “to any” in paragraph (c), the word “full‑time”; and
(d)by deleting sub‑paragraph (iii) of paragraph (c) and substituting the following sub‑paragraph:
(iii)any polytechnic; or”.
Amendment of regulation 4
4.  Regulation 4(1) of the principal Regulations is amended —
(a)by deleting the word “and” at the end of sub‑paragraph (j); and
(b)by deleting the full‑stop at the end of sub‑paragraph (k) and substituting a semi‑colon, and by inserting immediately thereafter the following sub‑paragraph:
(l)the Edusave Skills Award.”.
Amendment of regulation 23
5.  Regulation 23 of the principal Regulations is amended —
(a)by deleting the words “or Government‑aided junior college” in paragraphs (1)(a) and (2) and substituting in each case the words “, Government‑aided junior college or specified educational institution”; and
(b)by deleting sub‑paragraphs (ba) and (c) of paragraph (1) and substituting the following sub‑paragraph:
(c)has —
(i)passed the relevant examinations conducted in that year by the educational institution in which he is enrolled, and obtained the qualifying score; or
(ii)if no relevant examinations are conducted, met the relevant course requirements of that year, as determined by the specified educational institution; and”.
Amendment of regulation 30
6.  Regulation 30 of the principal Regulations is amended —
(a)by deleting the words “or independent junior college” in paragraph (1)(a)(i) and substituting the words “, independent junior college or specified educational institution”;
(b)by deleting the words “the Institute of Technical Education or any specified educational institution” in paragraph (1)(a)(ii) and substituting the words “any polytechnic or the Institute of Technical Education”;
(c)by deleting sub‑paragraphs (d), (e) and (f) of paragraph (1) and substituting the following sub‑paragraphs:
(d)being a pupil mentioned in sub‑paragraph (a)(i) —
(i)he has attained at least a good grade for conduct in that year; and
(ii)he has —
(A)passed the relevant examinations conducted in that year by the educational institution in which he is enrolled, and obtained the qualifying score; or
(B)if no relevant examinations are conducted, met the relevant course requirements of that year, as determined by the specified educational institution; and
(e)being a pupil mentioned in sub‑paragraph (a)(ii) —
(i)he has demonstrated good conduct, as determined by the polytechnic or the Institute of Technical Education of which he is a full‑time pupil; and
(ii)he has met the relevant course requirements of that year, as determined by the polytechnic or the Institute of Technical Education of which he is a full‑time pupil.”;
(d)by deleting the words “, Institute of Technical Education” in paragraph (2); and
(e)by deleting the words “or of which he is a full‑time pupil” in paragraph (2).
Amendment of regulation 31
7.  Regulation 31 of the principal Regulations is amended by deleting paragraph (2) and substituting the following paragraph:
(2)  Where the Edusave Merit Bursary is awarded to a pupil in an academic year under regulation 30A, the Bursary is to be paid to that pupil —
(a)not later than 30 June in the following academic year, in the case of a pupil mentioned in regulation 30(1)(a)(i); or
(b)not later than 31 December in the following academic year, in the case of a pupil mentioned in regulation 30(1)(a)(ii).”.
Amendment of regulation 35
8.  Regulation 35 of the principal Regulations is amended —
(a)by deleting the words “or independent junior college” in paragraph (1)(a)(i) and substituting the words “, independent junior college or specified educational institution”;
(b)by deleting the words “the Institute of Technical Education or any specified educational institution” in paragraph (1)(a)(ii) and substituting the words “any polytechnic or the Institute of Technical Education”;
(c)by deleting sub‑paragraphs (c) and (d) of paragraph (1) and substituting the following sub‑paragraphs:
(c)being a pupil mentioned in sub‑paragraph (a)(i) —
(i)has attained at least a good grade for conduct in that year; and
(ii)has —
(A)passed the relevant examinations conducted in that year by the educational institution in which he is enrolled; or
(B)if no relevant examinations are conducted, met the relevant course requirements of that year, as determined by the specified educational institution; and
(d)being a pupil mentioned in sub‑paragraph (a)(ii) —
(i)has demonstrated good conduct, as determined by the polytechnic or the Institute of Technical Education of which he is a full‑time pupil; and
(ii)has met the relevant course requirements of that year, as determined by the polytechnic or the Institute of Technical Education of which he is a full‑time pupil.”;
(d)by deleting paragraph (2) and substituting the following paragraph:
(2)  Despite paragraph (1), the following pupils will not be eligible for an Edusave Good Progress Award:
(a)in the case of a pupil mentioned in paragraph (1)(a)(i) —
(i)a pupil who, in the previous academic year, was not a pupil of the educational institution (excluding a pupil enrolled at the secondary one level or pre‑university one level at the educational institution);
(ii)a pupil in primary one;
(iii)a pupil who —
(A)did not pass the relevant examinations conducted in the previous academic year by the educational institution in which he is enrolled; or
(B)if no relevant examinations are conducted, did not meet the relevant course requirements of that year, as determined by the specified educational institution; or
(iv)a pupil who, in the previous academic year, was studying in a different course;
(b)in the case of a pupil of a polytechnic —
(i)a pupil who, in the previous year, was not a full‑time pupil of the polytechnic;
(ii)a pupil who is studying in the first year of his course, in the polytechnic; or
(iii)a pupil who did not meet the relevant course requirements of the previous year, as determined by the polytechnic;
(c)in the case of a pupil of the Institute of Technical Education —
(i)a pupil who, in the previous year, was not a full‑time pupil of the Institute of Technical Education (excluding a pupil who is studying in the first year of his Nitec course or Higher Nitec course); or
(ii)a pupil who did not meet the relevant course requirements of the previous year, as determined by the Institute of Technical Education.”; and
(e)by inserting, immediately after paragraph (3), the following paragraph:
(4)  In this regulation —
“Higher Nitec course” means a course conducted by the Institute of Technical Education for the award of a Higher National Institute of Technical Education Certificate;
“Nitec course” means a course conducted by the Institute of Technical Education for the award of a National Institute of Technical Education Certificate.”.
Amendment of regulation 36
9.  Regulation 36 of the principal Regulations is amended by deleting paragraph (2) and substituting the following paragraph:
(2)  The Edusave Good Progress Award is to be paid to every pupil who is given the Award as soon as practicable after the completion of the selection process for the academic year in respect of which he is given the Award and, in any event, is to be paid —
(a)no later than in the month of June in the following academic year, in the case of a pupil mentioned in regulation 35(1)(a)(i); or
(b)no later than in the month of December in the following academic year, in the case of a pupil mentioned in regulation 35(1)(a)(ii).”.
Amendment of regulation 37
10.  Regulation 37(1) of the principal Regulations is amended —
(a)by deleting the words “or independent junior college” in sub‑paragraph (a)(i) and substituting the words “, independent junior college or specified educational institution”;
(b)by deleting the words “or any specified educational institution” in sub‑paragraph (a)(ii); and
(c)by deleting sub‑paragraphs (c) and (d) and substituting the following sub-paragraphs:
(c)being a pupil mentioned in sub‑paragraph (a)(i) —
(i)has attained at least a good grade for conduct in that year; and
(ii)has —
(A)passed the relevant examinations conducted in that year by the educational institution in which he is enrolled; or
(B)if no relevant examinations are conducted, met the relevant course requirements of that year, as determined by the specified educational institution; and
(d)being a pupil mentioned in sub‑paragraph (a)(ii) —
(i)has demonstrated good conduct, as determined by the Institute of Technical Education; and
(ii)has met the relevant course requirements of that year, as determined by the Institute of Technical Education.”.
Amendment of regulation 38
11.  Regulation 38 of the principal Regulations is amended by deleting paragraph (2) and substituting the following paragraph:
(2)  The Edusave Award for Achievement, Good Leadership and Service is to be paid to every pupil who is given the Award as soon as practicable after the completion of the selection process for the academic year in respect of which he is given the Award and, in any event, is to be paid —
(a)no later than in the month of June in the following academic year, in the case of a pupil mentioned in regulation 37(1)(a)(i); or
(b)no later than in the month of December in the following academic year, in the case of a pupil mentioned in regulation 37(1)(a)(ii).”.
Amendment of regulation 38C
12.  Regulation 38C of the principal Regulations is amended —
(a)by deleting the words “or independent junior college” in paragraph (a)(i) and substituting the words “, independent junior college or specified educational institution”;
(b)by deleting the words “or any specified educational institution” in paragraph (a)(ii); and
(c)by deleting paragraph (c) and substituting the following paragraphs:
(c)being a pupil mentioned in paragraph (a)(i), has attained at least a good grade for conduct in that year; and
(d)being a pupil mentioned in paragraph (a)(ii), has demonstrated good conduct, as determined by the Institute of Technical Education.”.
Amendment of regulation 38D
13.  Regulation 38D of the principal Regulations is amended by deleting paragraph (2) and substituting the following paragraph:
(2)  The Edusave Character Award is to be paid to every pupil who is given the Award as soon as practicable after the completion of the selection process for the academic year in respect of which he is given the Award and, in any event, is to be paid —
(a)no later than in the month of June in the following academic year, in the case of a pupil mentioned in regulation 38C(a)(i); or
(b)no later than in the month of December in the following academic year, in the case of a pupil mentioned in regulation 38C(a)(ii).”.
New Part XC
14.  The principal Regulations are amended by inserting, immediately after regulation 38D, the following Part:
PART XC
EDUSAVE Skills AWARDS
Pupils eligible for Edusave Skills Awards
38E.  A pupil is eligible for the Edusave Skills Award if he —
(a)is enrolled in any specified educational institution or is a full‑time pupil of any polytechnic or the Institute of Technical Education;
(b)is a citizen of Singapore;
(c)has demonstrated excellent professional skills and other relevant qualities throughout his course of study, as determined by the specified educational institution, polytechnic or the Institute of Technical Education (as the case may be), by reference to criteria including (but not limited to) any of the following:
(i)his performance in any internship, traineeship, industrial attachment or final year project;
(ii)any of his achievements in any competition, conference or other platform requiring application of course-specific skills;
(d)being a pupil of a specified educational institution —
(i)is enrolled in the final academic year of his education at the specified educational institution; and
(ii)has attained at least a good grade for conduct in that year; and
(e)being a pupil of a polytechnic or the Institute of Technical Education —
(i)is studying in the final year of his course at the polytechnic or the Institute of Technical Education (as the case may be); and
(ii)has demonstrated good conduct, as determined by the polytechnic or the Institute of Technical Education (as the case may be).
Value and payment of Edusave Skills Awards
38F.—(1)  The value of the Edusave Skills Award is specified in item 12 of the Schedule.
(2)  The Edusave Skills Award is to be paid to every pupil who is given the Award as soon as practicable after the completion of the selection process for the academic year in respect of which he is given the Award and, in any event, is to be paid —
(a)no later than 30 June in the following academic year, in the case of a pupil of a specified educational institution; or
(b)no later than 31 December in the following academic year, in the case of a pupil of a polytechnic or the Institute of Technical Education.”.
Amendment of Schedule
15.  The Schedule to the principal Regulations is amended —
(a)by deleting the words “full‑time pupil of the Institute of Technical Education or any specified educational institution” under the heading “Description” in item 8(e) and substituting the words “pupil enrolled in any specified educational institution or any full‑time pupil of any polytechnic or the Institute of Technical Education”;
(b)by deleting the words “full‑time pupil of the Institute of Technical Education or any specified educational institution” under the heading “Description” in items 9(e), 10(d) and 11(e) and substituting in each case the words “pupil enrolled in any specified educational institution or any full‑time pupil of the Institute of Technical Education”; and
(c)by deleting the full‑stop at the end of item 11(e), and by inserting immediately thereafter the following item:
