(Amendment No. 4) Rules 2020
In exercise of the powers conferred by section 48 of the Road Traffic Act, the Minister for Home Affairs makes the following Rules:
Citation and commencement
1.  These Rules are the Road Traffic (Motor Vehicles, Driving Licences) (Amendment No. 4) Rules 2020 and come into operation on 27 July 2020.
Amendment of rule 4A
2.  Rule 4A of the Road Traffic (Motor Vehicles, Driving Licences) Rules (R 27) is amended by deleting paragraph (2) and substituting the following paragraph:
(2)  Despite paragraph (1), in the case where the holder of a Class 1, 2, 2A, 2B, 3, 3A, 3C or 3CA driving licence attains a specified age between 7 April 2020 and 6 October 2020 (both dates inclusive), the holder’s driving licence ceases to be in force on the date 6 months after the holder attains that age, unless the holder —
(a)no earlier than 2 months before, and no later than 6 months after, attaining that age, undergoes a medical examination mentioned in rule 5A(1) at the holder’s own expense; and
(b)submits to the Deputy Commissioner of Police a certification by the registered medical practitioner who conducted the medical examination that the holder is physically fit to drive a vehicle of that class, which must be submitted within any time that the Deputy Commissioner of Police may require but in any event no later than the earlier of the following dates:
(i)2 months after the holder undergoes the medical examination in accordance with sub‑paragraph (a);
(ii)6 months after the holder attains the specified age.”.
Amendment of rule 5
3.  Rule 5 of the Road Traffic (Motor Vehicles, Driving Licences) Rules is amended by deleting paragraph (2AA) and substituting the following paragraph:
(2AA)  Despite paragraph (2), in the case where the holder of a Class 4, 4A or 5 driving licence attains 65, 66, 67, 68, 69, 70, 71, 72, 73 or 74 years of age between 7 April 2020 and 6 October 2020 (both dates inclusive), the holder’s driving licence ceases to be in force on the date 6 months after the holder attains that age, unless the holder —
(a)no earlier than 2 months before, and no later than 6 months after, attaining that age, undergoes a medical examination mentioned in rule 5A(1) at the holder’s own expense;
(b)submits to the Deputy Commissioner of Police a certification by the registered medical practitioner who conducted the medical examination that the holder is physically fit to drive a vehicle of that class, which must be submitted within any time that the Deputy Commissioner of Police may require but in any event no later than the earlier of the following dates:
(i)2 months after the holder undergoes the medical examination in accordance with sub‑paragraph (a);
(ii)6 months after the holder attains that age; and
(c)passes the whole or any part of the Proficiency Driving Test that may be required by the Deputy Commissioner of Police —
(i)no earlier than 2 months before attaining that age; and
(ii)no later than 2 months after the holder undergoes the medical examination in accordance with sub‑paragraph (a), or another date that the Deputy Commissioner of Police may allow, but in any event, no later than 6 months after the holder attains that age.”.
