(Safety Convention)
(Amendment No. 2) Regulations 2012
In exercise of the powers conferred by section 100 of the Merchant Shipping Act, the Maritime and Port Authority of Singapore, with the approval of the Minister for Transport, hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Merchant Shipping (Safety Convention) (Amendment No. 2) Regulations 2012 and shall come into operation on 1st January 2013.
Amendment of Regulation 1 of Chapter III
2.  Regulation 1 of Chapter III of the Merchant Shipping (Safety Convention) Regulations (Rg 11) is amended by inserting, immediately after paragraph (d), the following paragraph:
(e)  Notwithstanding paragraph (d)(ii), any lifeboat on-load release mechanism on any ship that does not comply with paragraphs 4.4.7.6.4 to 4.4.7.6.6 of the Code shall be replaced with equipment that complies with the Code* not later than at the first scheduled dry-docking** of the ship after 1st July 2014 but on or before 1st July 2019.
  *  Refer to the Guidelines for evaluation and replacement of lifeboat release and retrieval systems (MSC.1/Circ.1392).
**  Refer to the Clarification of the term “first scheduled dry-docking” as contained in SOLAS regulation III/1.5, as amended by resolution MSC.317(89) (MSC.1/Circ.1445).”.
