Order 2019
In exercise of the powers conferred by section 66 of the Active Mobility Act 2017, the Minister for Transport makes the following Order:
Citation
1.  This Order is the Active Mobility (FORMULA 1 SINGAPORE AIRLINES SINGAPORE GRAND PRIX 2019 — Exemption) Order 2019.
Definitions
2.  In this Order —
“buggy” means any electrically operated four‑wheeled lightweight vehicle intended for short distance commuting;
“electric stand‑up vehicle” means any electrically operated three‑wheeled vehicle intended for short distance commuting;
“official label” means any official label issued by —
(a)the Ministry of Trade and Industry;
(b)Singapore GP Pte. Ltd.;
(c)the Singapore Police Force; or
(d)the Singapore Tourism Board;
“specified events” means the following events:
(a)the Fédération Internationale de 1’Automobile Formula One World Championship 2019;
(b)the Ferrari Challenge Trofeo Pirelli Asia Pacific Series 2019;
(c)the FIA Track Test 2019;
(d)the Formula 1 Pirelli Hot Laps;
(e)the Porsche Carrera Cup Asia 2019.
Exemption for buggy drivers
3.—(1)  Section 16(1)(b) of the Act does not apply to an individual who drives, on any day from 18 September 2019 to 24 September 2019 (both dates inclusive), a buggy on any footpath located on or in the vicinity of —
(a)the blue‑coloured lines in the maps set out in Parts 1 and 2 of the Schedule, under the following conditions:
(i)the buggy is driven only during and in connection with any of the specified events;
(ii)the buggy displays an official label;
(iii)the buggy is not driven at a speed exceeding 10 km/h;
(iv)the individual possesses a valid Class 3, 3A, 3C or 3CA driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules (Cap. 276, R 27);
(v)there is in force, at any time the buggy is used in connection with any of the specified events, a policy of insurance in relation to the buggy, insuring the owner of the buggy and the individual, jointly and severally against any liability in respect of the death of or bodily injury sustained by any person caused by or arising out of the use of the buggy;
(vi)the risk under the policy of insurance mentioned in sub‑paragraph (v) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore; or
(b)the blue‑coloured lines in the maps set out in Part 3 of the Schedule, under the following conditions:
(i)the buggy is only used to transport any individual for medical evacuation;
(ii)the buggy displays an official label;
(iii)the buggy is not driven at a speed exceeding 15 km/h;
(iv)the individual possesses a valid Class 3, 3A, 3C or 3CA driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules;
(v)there is in force, at any time the buggy is used in connection with any of the specified events, a policy of insurance in relation to the buggy, insuring the owner of the buggy and the individual, jointly and severally against any liability in respect of the death of or bodily injury sustained by any person caused by or arising out of the use of the buggy;
(vi)the risk under the policy of insurance mentioned in sub‑paragraph (v) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
(2)  Section 16(1)(b) of the Act does not apply to an individual who drives, on any day from 1 September 2019 to 17 September 2019 (both dates inclusive) and 25 September 2019 to 4 October 2019 (both dates inclusive), a buggy on any footpath located on or in the vicinity of the blue‑coloured lines in the map set out in Part 1 of the Schedule, under the following conditions:
(a)the buggy is driven only during any lead‑in or lead‑out activities connected with the specified events;
(b)the buggy displays an official label;
(c)the buggy is not driven at a speed exceeding 10 km/h;
(d)the individual possesses a valid Class 3, 3A, 3C or 3CA driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules;
(e)there is in force, at any time the buggy is used in connection with any of the specified events, a policy of insurance in relation to the buggy, insuring the owner of the buggy and the individual, jointly and severally against any liability in respect of the death of or bodily injury sustained by any person caused by or arising out of the use of the buggy;
(f)the risk under the policy of insurance mentioned in sub‑paragraph (e) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
Exemption for electric stand‑up vehicle riders
4.—(1)  Sections 19(1), 20A and 28B(1) of the Act do not apply to an individual who rides, on any day from 18 September 2019 to 24 September 2019 (both dates inclusive), an electric stand‑up vehicle on any footpath located on or in the vicinity of the blue‑coloured lines in the maps set out in Part 1 and 2 of the Schedule, under the following conditions:
(a)the individual is authorised by Singapore GP Pte. Ltd. to ride the electric stand‑up vehicle;
(b)the electric stand‑up vehicle displays an official label;
(c)the individual possesses a valid Class 2 or 3 driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules;
(d)there is in force, at any time the electric stand‑up vehicle is used in connection with any of the specified events, a policy of insurance in relation to the electric stand‑up vehicle, insuring the owner of the electric stand‑up vehicle and the individual, jointly and severally against any liability in respect of the death of or bodily injury sustained by any person caused by or arising out of the use of the electric stand‑up vehicle;
(e)the risk under the policy of insurance mentioned in sub‑paragraph (d) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
(2)  Sections 19(1), 20A, 21 and 28B(1) of the Act do not apply to an individual who rides, on any day from 18 September 2019 to 24 September 2019 (both dates inclusive), an electric stand‑up vehicle on any footpath located on or in the vicinity of the blue‑coloured lines in the maps set out in Part 3 of the Schedule, under the following conditions:
(a)the electric stand‑up vehicle is only used to assist in the transport of any individual for medical evacuation;
(b)the individual is authorised by Singapore GP Pte. Ltd. to ride the electric stand‑up vehicle;
(c)the electric stand‑up vehicle displays an official label;
(d)the electric stand‑up vehicle is not ridden at a speed exceeding 15 km/h;
(e)the individual possesses a valid Class 2 or 3 driving licence granted under the Road Traffic (Motor Vehicles, Driving Licences) Rules;
(f)there is in force, at any time the electric stand‑up vehicle is used in connection with any of the specified events, a policy of insurance in relation to the electric stand‑up vehicle, insuring the owner of the electric stand‑up vehicle and the individual, jointly and severally against any liability in respect of the death of or bodily injury sustained by any person caused by or arising out of the use of the electric stand‑up vehicle;
(g)the risk under the policy of insurance mentioned in sub‑paragraph (f) is assumed by an insurer who, at the time of the issuance of the policy, is lawfully carrying on an insurance business in Singapore.
