Road Traffic (FORMULA 1 SINGAPORE AIRLINES
SINGAPORE GRAND PRIX 2019) (Use of Motor Vehicles
on Designated Roads — Exemption)
Order 2019
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Home Affairs makes the following Order:
Citation
1.  This Order is the Road Traffic (FORMULA 1 SINGAPORE AIRLINES SINGAPORE GRAND PRIX 2019) (Use of Motor Vehicles on Designated Roads — Exemption) Order 2019.
Definitions
2.  In this Order —
“designated roads” means —
(a)the racing circuit designated and approved for use by the Fédération Internationale de l’Automobile, the Singapore Tourism Board and the Land Transport Authority of Singapore for the purpose of a specified event; and
(b)the roads that fall within the area surrounded by the racing circuit,
which are more particularly shown in the Schedule;
“specified event” means any of the following events:
(a)the Fédération Internationale de l’Automobile Formula One World Championship 2019;
(b)the Ferrari Challenge Trofeo Pirelli Asia Pacific Series 2019;
(c)the FIA Track Test 2019;
(d)the Porsche Carrera Cup Asia 2019;
(e)the Formula 1 Pirelli Hot Laps.
Exemption
3.—(1)  Subject to sub‑paragraphs (2) and (3), sections 35, 62, 63, 64, 65, 65B, 66, 67, 68, 84 and 120 of the Act and rules 4 and 5 of the Road Traffic (Motor Vehicles, Wearing of Seat Belts) Rules 2011 (G.N. No. S 688/2011) do not apply to, or in relation to, a motor vehicle when it is used on any of the designated roads on any day from 18 September 2019 to 23 September 2019 (both dates inclusive) for the purpose of any specified event.
(2)  Sub‑paragraph (1) does not apply to a motor vehicle unless there is in force, in respect of that motor vehicle, a policy of insurance insuring the owner of that motor vehicle, and any other person (as may be specified in the policy) who drives that motor vehicle, jointly and severally against any liability which may be incurred by the owner of that motor vehicle, or by that person, in respect of the death of or bodily injury to any person caused by or arising out of the use of that motor vehicle in Singapore.
(3)  Sub‑paragraph (1) does not apply to a motor vehicle used on any of the designated roads when that road is open to the public.
