(Amendment No. 2)
Order 2006
In exercise of the powers conferred by section 3 of the Air Navigation Act, the Minister for Transport hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the Air Navigation (Amendment No. 2) Order 2006 and shall come into operation on 30th November 2006.
Amendment of paragraph 11
2.  Paragraph 11 of the Air Navigation Order (O 2) (referred to in this Order as the principal Order) is amended by inserting, immediately after sub-paragraph (8), the following sub-paragraph:
(9)  The chief executive officer may, for the purpose of this paragraph and subject to such conditions as he thinks fit —
(a)approve any course of training or instruction;
(b)authorise a person to conduct any examination or test as the chief executive officer may specify; and
(c)approve a person to provide any course of training or instruction.”.
Amendment of paragraph 19
3.  Paragraph 19(1) of the principal Order is amended by deleting the words “Telecommunication Authority of Singapore under the Telecommunication Authority of Singapore Act” in sub-paragraphs (b) and (d) and substituting in each case the words “Info-communications Development Authority of Singapore under the Telecommunications Act”.
Amendment of paragraph 20
4.  Paragraph 20(1) of the principal Order is amended by deleting the words “60 years” in the last line and substituting the words “65 years”.
New paragraph 20A
5.  The principal Order is amended by inserting, immediately after paragraph 20, the following paragraph:
Limitation on privileges of pilots of 60 years of age and above
20A.  The holder of a licence granted under paragraph 20(1)(e), (f), (j) or (k) who has attained the age of 60 years shall not act as a pilot of a public transport aircraft unless —
(a)he is a member of a multi-pilot crew; and
(b)the other pilot is less than 60 years of age.”.
Amendment of paragraph 58
6.  Paragraph 58 (2) of the principal Order is amended —
(a)by deleting sub-paragraph (a) and substituting the following sub-paragraph:
(a)the relevant documents as specified in the Tenth Schedule;”; and
(b)by deleting sub-paragraph (d).
Amendment of Eighth Schedule
7.  Part A of the Eighth Schedule to the principal Order is amended —
(a)by deleting the word “or” at the end of sub-paragraph (b) under “Maximum period of validity” (page 118) in item 1 (Student Pilots);
(b)by deleting the words “on that date.” in sub-paragraph (c) under “Maximum period of validity” (page 118) in item 1 (Student Pilots) and substituting the words “but less than 60 years of age on that date; or”, and by inserting immediately thereafter the following sub-paragraph:
(d)6 months from the date the licence is granted or renewed, if the holder is 60 years of age or more on that date.”;
(c)by deleting the word “or” at the end of sub-paragraph (b) under “Maximum period of validity” (page 118) in item 2 (Aeroplane Pilots) relating to “Private Pilot’s Licence (Aeroplanes)”;
(d)by deleting the words “on that date.” in sub-paragraph (c) under “Maximum period of validity” (page 118) in item 2 (Aeroplane Pilots) relating to “Private Pilot’s Licence (Aeroplanes)” and substituting the words “but less than 60 years of age on that date; or”, and by inserting immediately thereafter the following sub-paragraph:
(d)6 months from the date the licence is granted or renewed, if the holder is 60 years of age or more on that date.”;
(e)by deleting sub-paragraph (a) under “Maximum period of validity*” (page 119) in item 2 (Aeroplane Pilots) relating to “Commercial Pilot's Licence (Aeroplanes)” and substituting the following sub-paragraph:
(a)6 months from the date on which the licence is granted or renewed, if the holder —
(i)is 40 years of age or more on that date and is engaged in single‑crew public transport of passengers; or
(ii)is 60 years of age or more on that date; or”;
(f)by deleting sub-paragraph (a) under “Maximum period of validity” (page 120) in item 2 (Aeroplane Pilots) relating to “Airline Transport Pilot’s Licence (Aeroplanes)” and substituting the following sub-paragraph:
(a)6 months from the date on which the licence is granted or renewed, if the holder —
(i)is 40 years of age or more on that date and is engaged in single‑crew public transport of passengers; or
(ii)is 60 years of age or more on that date; or”;
(g)by deleting the word “or” at the end of sub-paragraph (b) under “Maximum period of validity” (page 121) in item 3 (Helicopter and Gyroplane Pilots) relating to “Private Pilot's Licence (Helicopters and Gyroplanes)”;
(h)by deleting the words “on that date.” in sub-paragraph (c) under “Maximum period of validity” (page 121) in item 3 (Helicopter and Gyroplane Pilots) relating to “Private Pilot’s Licence (Helicopters and Gyroplanes)” and substituting the words “but less than 60 years of age on that date; or”, and by inserting immediately thereafter the following sub-paragraph:
(d)6 months from the date the licence is granted or renewed, if the holder is 60 years of age or more on that date.”;
(i)by deleting sub-paragraph (a) under “Maximum period of validity*” (page 121) in item 3 (Helicopter and Gyroplane Pilots) relating to “Commercial Pilot’s Licence (Helicopters and Gyroplanes)” and substituting the following sub-paragraph:
(a)6 months from the date on which the licence is granted or renewed, if the holder —
(i)is 40 years of age or more on that date and is engaged in single‑crew public transport of passengers; or
(ii)is 60 years of age or more on that date; or”;
(j)by deleting sub-paragraph (a) under “Maximum period of validity” (page 122) in item 3 (Helicopter and Gyroplane Pilots) relating to “Airline Transport Pilot’s Licence (Helicopters and Gyroplanes)” and substituting the following sub-paragraph:
(a)6 months from the date on which the licence is granted or renewed, if the holder —
(i)is 40 years of age or more on that date and is engaged in single‑crew public transport of passengers; or
(ii)is 60 years of age or more on that date; or”;
(k)by deleting the word “or” at the end of sub-paragraph (b) under “Maximum period of validity” (page 123) in item 4 (Balloon and Airship Pilots) relating to “Private Pilot’s Licence (Balloons and Airships)”;
(l)by deleting the words “on that date.” in sub-paragraph (c) under “Maximum period of validity” (page 123) in item 4 (Balloon and Airship Pilots) relating to “Private Pilot’s Licence (Balloons and Airships)” and substituting the words “but less than 60 years of age on that date; or”, and by inserting immediately thereafter the following sub-paragraph:
(d)6 months from the date the licence is granted or renewed, if the holder is 60 years of age or more on that date.”;
(m)by deleting the word “or” at the end of sub-paragraph (b) under “Maximum period of validity*” (page 123) in item 4 (Balloon and Airship Pilots) relating to “Commercial Pilot’s Licence (Balloons)”;
(n)by deleting the words “on that date.” in sub-paragraph (c) under “Maximum period of validity*” (page 123) in item 4 (Balloon and Airship Pilots) relating to “Commercial Pilot’s Licence (Balloons)” and substituting the words “but less than 60 years of age on that date; or”, and by inserting immediately thereafter the following sub-paragraph:
(d)6 months from the date the licence is granted or renewed, if the holder is 60 years of age or more on that date.”;
(o)by deleting the word “or” at the end of sub-paragraph (b) under “Maximum period of validity*” (page 123) in item 4 (Balloon and Airship Pilots) relating to “Commercial Pilot’s Licence (Airships)”;
(p)by deleting the words “on that date.” in sub-paragraph (c) under “Maximum period of validity*” (page 123) in item 4 (Balloon and Airship Pilots) relating to “Commercial Pilot’s Licence (Airships)” and substituting the words “but less than 60 years of age on that date; or”, and by inserting immediately thereafter the following sub-paragraph:
(d)6 months from the date the licence is granted or renewed, if the holder is 60 years of age or more on that date.”;
(q)by deleting the word “or” at the end of sub-paragraph (b) under “Maximum period of validity” (page 124) in item 5 (Glider Pilots);
(r)by deleting the words “on that date.” in sub-paragraph (c) under “Maximum period of validity” (page 124) in item 5 (Glider Pilots) and substituting the words “but less than 60 years of age on that date; or”, and by inserting immediately thereafter the following sub-paragraph:
(d)6 months from the date the licence is granted or renewed, if the holder is 60 years of age or more on that date.”; and
(s)by deleting the words “21 years” wherever they appear in item 6 (Other Flight Crew) (page 124) and substituting in each case the words “18 years”.
Amendment of Tenth Schedule
8.  The Tenth Schedule to the principal Order is amended —
(a)by inserting, immediately after the letter “H” in the documents listed under paragraph 1, the words “and K”;
(b)by inserting, immediately after paragraph 4, the following paragraph:
4A.  On a flight by a subsonic jet aeroplane, in addition to the documents specified in paragraph 1, 2 or 3, as the case may be, and in paragraph 4, if applicable —
Document L.”;
(c)by deleting the words “Telecommunication Authority of Singapore Act” in the definition of “A” in paragraph 5 and substituting the words “Telecommunications Act (Cap. 323)”; and
(d)by deleting the full-stop at the end of the definition of “J” in paragraph 5 and substituting a semi-colon, and by inserting immediately thereafter the following definitions:
“ “K” means a certified true copy of the air operator certificate issued under paragraph 87 of the Order;
“L” means a noise certificate defined in paragraph 51 of the Order;”.
Amendment of Twelfth Schedule
9.  The Twelfth Schedule to the principal Order is amended —
(a)by deleting the words “11(8)(c)” in paragraph 7(2) and in the paragraph heading of paragraph 7 and substituting in each case the words “11(9)(c)”;
(b)by deleting sub-paragraphs (a) and (b) of paragraph 12(1) and substituting the following sub-paragraphs:
“(a)an Airline Transport Pilot’s Licence (Aeroplanes), an Airline Transport Pilot’s Licence (Helicopters and Gyroplanes), a Commercial Pilot’s Licence (Aeroplanes), or a Commercial Pilot’s Licence (Helicopters and Gyroplanes) —
(i)for a period of 6 months

10.  Part A of the Thirteenth Schedule to the principal Order is amended by inserting, immediately below the words “Paragraph 16(3).”, the words “Paragraph 20A.”.
Amendment of Fourteenth Schedule
11.  The Fourteenth Schedule to the principal Order is amended —
(a)by deleting sub-paragraphs (v) and (vi) of paragraph 7(a) and substituting the following sub-paragraph:
(v)Commercial pilot’s licence (airships);”;
(b)by deleting sub-paragraph (vi) of paragraph 7 (b); and
(c)by inserting, immediately after sub-paragraph (vii) of paragraph 7(b), the following sub-paragraphs:
(viii)Flight navigator’s licence;
(ix)Flight engineer’s licence;”.
