Energy Conservation
(Energy Labelling and Minimum Performance
Standards for Registrable Goods)
(Amendment) Regulations 2017
In exercise of the powers conferred by section 78 of the Energy Conservation Act, the Minister for the Environment and Water Resources makes the following Regulations:
Citation and commencement
1.  These Regulations are the Energy Conservation (Energy Labelling and Minimum Performance Standards for Registrable Goods) (Amendment) Regulations 2017 and come into operation on 1 December 2017.
Amendment of First Schedule
2.  The First Schedule to the Energy Conservation (Energy Labelling and Minimum Performance Standards for Registrable Goods) Regulations 2013 (G.N. No. S 557/2013) is amended —
(a)by deleting sub‑paragraph (f) of paragraph 3 and substituting the following sub‑paragraph:
(f)for refrigerators —

“ “adjusted volume” or “Vadj”, in relation to a single‑phase refrigerator, means the sum of the adjusted volumes of the compartments or sections of the refrigerator, where the adjusted volume of a compartment or section is the product of the rated volume of that compartment or section and the corresponding volume correction factor (K) as specified in paragraph 4 of Part I of the Schedule to the Energy Conservation (Registrable Goods) Order 2013 (G.N. No. S 556/2013);”.
Amendment of Fourth Schedule
3.  The Fourth Schedule to the Energy Conservation (Energy Labelling and Minimum Performance Standards for Registrable Goods) Regulations 2013 is amended by deleting items 10, 11 and 12 and substituting the following items:
“10.Refrigerator without freezer
AEC ≤ (368 + 0.892 × Vadj) × 0.551
11.Refrigerator with freezer —
 
(a)with adjusted volume of up to 300 litres
AEC ≤ (465 + 1.378 × Vadj) × 0.553
(b)with adjusted volume of more than 300 litres

12.Refrigerator with freezer and through‑the‑door ice dispenser
AEC ≤ (585 + 1.378 × Vadj) × 0.485”.
Saving provisions
4.—(1)  Despite regulations 2 and 3, the Energy Conservation (Energy Labelling and Minimum Performance Standards for Registrable Goods) Regulations 2013 as in force immediately before 1 December 2017 continue to apply in relation to any supply of a refrigerator, on and after 1 December 2017, in any of the following circumstances:
(a)the refrigerator is supplied as part of any premises by the developer of the premises, if —
(i)the developer did not manufacture or import the refrigerator; and
(ii)the agreement for the supply of the refrigerator to the developer was entered into before 1 December 2017;
(b)the refrigerator is supplied by a participant in the supply chain for the supply of the refrigerator by the developer mentioned in paragraph (a) under an agreement entered into before 1 December 2017.
(2)  In this regulation, “developer” means a person who carries on the business of constructing or causing to be constructed any premises for sale or lease.
