Education Endowment and Savings Schemes
(Scholarships, Bursaries and Awards)
(Amendment) Regulations 2017
In exercise of the powers conferred by section 24 of the Education Endowment and Savings Schemes Act, the Minister for Education (Schools) makes the following Regulations:
Citation and commencement
1.  These Regulations are the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) (Amendment) Regulations 2017 and come into operation on 1 January 2018.
Amendment of regulation 2
2.  Regulation 2 of the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) Regulations (Rg 4) (called in these Regulations the principal Regulations) is amended —
(a)by inserting, immediately after the definition of “course”, the following definition:
“ “Edusave Scholarship for Independent Schools Test” means the test administered by the Ministry to determine whether a pupil qualifies for the award of the Edusave Scholarship for Independent Schools;”;
(b)by deleting the words “independent junior college” in the definition of “Government-aided junior college” and substituting the words “independent school”;
(c)by deleting the words “or independent junior college” in the definition of “independent integrated programme school”;
(d)by deleting the definition of “independent junior college”;
(e)by deleting the word “secondary” in the definition of “independent school”; and
(f)by deleting the definitions of “insertion point”, “Integrated Programme Scholarship Test” and “qualifying integrated programme school”.
Amendment of regulation 3
3.  Regulation 3 of the principal Regulations is amended by deleting sub‑paragraphs (i), (ii) and (iii) of paragraph (a) and substituting the following sub‑paragraphs:
(i)any Government school or Government-aided school;
(ii)any Government junior college or Government‑aided junior college;
(iii)any independent school;
(iv)any specified educational institution;”.
Amendment of regulation 4
4.  Regulation 4 of the principal Regulations is amended —
(a)by deleting sub-paragraphs (a), (b) and (c) of paragraph (1) and substituting the following sub-paragraph:
(a)the Edusave Scholarship for Independent Schools;”;
(b)by deleting the words “Edusave Entrance Scholarship for Independent Schools” in paragraph (2) and substituting the words “Edusave Scholarship for Independent Schools”; and
(c)by deleting paragraph (3).
Deletion of Parts II, III and IV and substitution of Part II
5.  Parts II, III and IV of the principal Regulations are deleted and the following Part substituted therefor:
PART II
EDUSAVE SCHOLARSHIPS FOR INDEPENDENT SCHOOLS
Eligibility of pupils and award of Edusave Scholarships for Independent Schools at Secondary One
5.  The Edusave Scholarship for Independent Schools is awarded each year to every pupil at the secondary one level who satisfies all the following requirements:
(a)the pupil is a citizen of Singapore or becomes a citizen of Singapore in that year;
(b)the pupil —
(i)has sat for the Primary School Leaving Examination in the previous year and stands among the one-third of all pupils enrolled in independent schools who have obtained the highest aggregate scores in the Primary School Leaving Examination in that year; or
(ii)is an integrated programme pupil and has successfully completed the Primary Gifted Education Programme;
(c)the pupil is enrolled in an independent school —
(i)for the pupil’s secondary education only; or
(ii)for the pupil’s secondary and pre‑university education.
Eligibility of pupils and award of Edusave Scholarships for Independent Schools at Secondary Three
6.  The Edusave Scholarship for Independent Schools is awarded each year to every pupil at the secondary three level who satisfies all the following requirements:
(a)the pupil is a citizen of Singapore;
(b)the pupil was not awarded the Edusave Scholarship for Independent Schools under regulation 5;
(c)the pupil is enrolled in an independent school —
(i)for the pupil’s secondary education only; or
(ii)for the pupil’s secondary and pre-university education;
(d)the pupil —
(i)passed the Edusave Scholarship for Independent Schools Test in that year; or
(ii)is an integrated programme pupil and has successfully completed the Primary Gifted Education Programme.
Eligibility of pupils and award of Edusave Scholarships for Independent Schools at Pre-university One
7.  The Edusave Scholarship for Independent Schools is awarded each year to every pupil at the pre-university one level who satisfies all the following requirements:
(a)the pupil is a citizen of Singapore or becomes a citizen of Singapore in that year;
(b)the pupil was not awarded the Edusave Scholarship for Independent Schools under regulation 5 or 6;
(c)the pupil is enrolled in an independent school for the pupil’s pre-university education;
(d)the pupil —
(i)passed the Edusave Scholarship for Independent Schools Test in that year;
(ii)has sat for the GCE ‘O’ Level Examination in the previous year and stands among the 5% of all pupils who have obtained the best aggregate scores for the relevant subjects in the GCE ‘O’ Level Examination in that year; or
(iii)is an integrated programme pupil and has successfully completed the Primary Gifted Education Programme.
Eligibility of pupils and award of Edusave Scholarships for Independent Schools on annual basis
8.  Despite regulation 5, 6 or 7, the Edusave Scholarship for Independent Schools is awarded at any level of a pupil’s secondary education, secondary and pre-university education or pre-university education to any pupil who is not receiving the Edusave Scholarship for Independent Schools under regulation 5, 6 or 7 if the pupil satisfies all of the following requirements:
(a)the pupil is a citizen of Singapore;
(b)the pupil is enrolled in an independent school —
(i)for the pupil’s secondary education only;
(ii)for the pupil’s secondary and pre‑university education; or
(iii)for the pupil’s pre-university education only;
(c)the pupil stands among the 10% of all pupils in the pupil’s standard who have obtained the best aggregate scores in the examinations conducted by the independent school in which the pupil is enrolled in that year;
(d)the pupil is not in that year enrolled in the Music Elective Programme or the Art Elective Programme;
(e)the pupil has attained at least a good grade for conduct in that year.
Payment and tenure of Edusave Scholarships for Independent Schools
9.—(1)  Subject to paragraph (5), the Edusave Scholarship for Independent Schools awarded to an eligible pupil under regulation 5 is to be paid annually to the independent school in which the pupil is enrolled —
(a)where the pupil is enrolled for the pupil’s secondary education only, for the duration of that secondary education up to a maximum period of 4 years starting from the time of the award; or
(b)where the pupil is enrolled for the pupil’s secondary and pre-university education, for the duration of that secondary and pre-university education up to a maximum period of 6 years starting from the time of the award.
(2)  Subject to paragraph (5), the Edusave Scholarship for Independent Schools awarded to an eligible pupil under regulation 6 is to be paid annually to the independent school in which the pupil is enrolled —
(a)where the pupil is enrolled for the pupil’s secondary education only, for the duration of that secondary education up to a maximum period of 2 years starting from the time of the award; or
(b)where the pupil is enrolled for the pupil’s secondary and pre-university education, for the duration of that secondary and pre-university education up to a maximum period of 4 years starting from the time of the award.
(3)  Subject to paragraph (5), the Edusave Scholarship for Independent Schools awarded to an eligible pupil under regulation 7 is to be paid annually to the independent school in which the pupil is enrolled for the pupil’s pre‑university education only for the duration of that pre-university education up to a maximum period of 2 years starting from the time of the award.
(4)  The Edusave Scholarship for Independent Schools awarded to an eligible pupil under regulation 8 is to be paid to the pupil in the academic year following the academic year in respect of which the pupil is given the award.
(5)  If an Edusave (Independent Schools) Scholar takes a leave of absence under a leave of absence scheme or is on medical leave, as a result of which the pupil fails to progress to the next level of studies in an independent school —
(a)the scholarship awarded to the pupil will not be paid to the independent school (except leave of absence fees, if any) for the duration of the pupil’s leave of absence or medical leave; and
(b)the tenure of the Edusave Scholarship for Independent Schools awarded to the Edusave (Independent Schools) Scholar under regulation 5, 6 or 7 will be extended for the duration of the pupil’s secondary education, secondary and pre‑university education, or pre-university education, as the case may be, as extended by that leave of absence or medical leave.
Changes in tenure of scholarship awarded
10.  Despite regulation 9(1) and (2), if a pupil —
(a)who is enrolled in an independent school for the pupil’s secondary and pre‑university education transfers to a programme for secondary education only in the same independent school or another independent school —
(i)the tenure of the Edusave Scholarship for Independent Schools is 4 years if the pupil was awarded the scholarship at the secondary one level; and
(ii)the tenure of the Edusave Scholarship for Independent Schools is 2 years if the pupil was awarded the scholarship at the secondary three level; and
(b)who is enrolled in an independent school for the pupil’s secondary education only transfers to a programme for secondary and pre‑university education in the same independent school or another independent school —
(i)the tenure of the Edusave Scholarship for Independent Schools is 6 years if the pupil was awarded the scholarship at the secondary one level; and
(ii)the tenure of the Edusave Scholarship for Independent Schools is 4 years if the pupil was awarded the scholarship at the secondary three level.
Value of Edusave Scholarships for Independent Schools
11.—(1)  The annual value of the Edusave Scholarship for Independent Schools is as specified in item 1 of the Schedule.
(2)  The total value of the Edusave Scholarship for Independent Schools paid in respect of any Edusave (Independent Schools) Scholar must not exceed the annual sum specified in item 1 of the Schedule for the tenure of the Scholarship under regulation 9(1), (2), (3) or (4), whichever is applicable to that Scholar, and is not increased by any extension of the tenure of the Scholarship under regulation 9(5).
Edusave Scholarship for Independent Schools may be given to pupils already holding other scholarship
12.  A pupil who satisfies the requirements of regulation 5, 6, 7 or 8 is eligible for the Edusave Scholarship for Independent Schools despite —
(a)the pupil already holding or being considered for any other scholarship or bursary awarded by the Ministry or any public or private body; or
(b)the pupil being in receipt of or being considered for any study grant or financial assistance provided by the Ministry or any public or private body.
Status of Edusave (Independent Schools) Scholar
13.  Subject to the maximum duration of the award specified in regulation 9(1), (2), (3) or (5), as the case may be, an Edusave (Independent Schools) Scholar continues to be eligible to receive the award despite the pupil —
(a)being transferred from one independent school to another during the pupil’s secondary or pre-university education, as the case may be; or
(b)taking a leave of absence from the pupil’s secondary or pre-university education under a leave of absence scheme offered by the independent school or being on medical leave.
Termination of Edusave Scholarships for Independent Schools
14.—(1)  Unless the Minister directs otherwise, the Edusave Scholarship for Independent Schools awarded to an Edusave (Independent Schools) Scholar (called in this regulation the Scholar) will be terminated with effect from the date when the Ministry receives a report, from the independent school in which the Scholar is enrolled, that the Scholar —
(a)has left the independent school before completing the Scholar’s secondary education, secondary and pre-university education, or pre-university education, as the case may be, and the Scholar has not transferred to another independent school;
(b)has failed to progress to the next level of studies in the independent school for any reason other than the Scholar —
(i)taking a leave of absence under a leave of absence scheme offered by the independent school; or
(ii)being on medical leave;
(c)has made such poor or unsatisfactory academic progress as to warrant the termination of the award of the Edusave Scholarship for Independent Schools to the Scholar;
(d)has behaved in such a manner as to make it undesirable that the Scholar should continue to hold the Scholarship; or
(e)by reason of death, illness or injury, has become unable to complete the Scholar’s secondary education, secondary or pre-university education, or pre-university education, as the case may be.
(2)  Where an Edusave (Independent Schools) Scholar is transferred from the independent school in which he is enrolled to a Government secondary school, Government‑aided secondary school, Government junior college or Government‑aided junior college, the Edusave Scholarship for Independent Schools awarded to the Scholar is to be terminated with effect from the date of the transfer.”.
Amendment of regulation 20
6.  Regulation 20 of the principal Regulations is amended by deleting the words “or Edusave (Integrated Programme Schools) Scholar” in paragraph (c).
Amendment of regulation 22
7.  Regulation 22 of the principal Regulations is amended by deleting the words “(other than the Edusave Entrance Scholarship for Independent Schools or the Edusave Scholarship for Integrated Programme Schools)” in paragraph (a) and substituting the words “(other than the Edusave Scholarship for Independent Schools)”.
Amendment of Schedule
8.  The Schedule to the principal Regulations is amended —
(a)by deleting the Schedule reference and substituting the following Schedule reference:
Regulations 11, 21(1), 24(1), 27(1), 31(1), 36(1), 38(1), 38D(1) and 38F(1)”;
(b)by deleting items 1, 2 and 3 and substituting the following item:

Where a pupil is awarded the Edusave Scholarship for Independent Schools, for each year of the pupil’s secondary education, or the pupil’s secondary and pre‑university education, or the pupil’s pre‑university education, as the case may be:
The lower of the following, less the amount of any subsidy granted to the pupil in respect of the pupil’s school fees or leave of absence fees, or both, as the case may be, for that year under any elective programme or other scholarship administered or offered by the Ministry:
(a)a sum of $2,400 per year;
(b)an amount equal to the annual school fees or leave of absence fees, or both, as the case may be, which the pupil has to pay to the independent school in which the pupil is enrolled for that year, less the total amount of the school fees and standard miscellaneous fees which the pupil would have had to pay for that year had the pupil been enrolled in a Government secondary school or Government‑aided secondary school, a Government junior college or a Government‑aided junior college, as the case may be.
”;
(c)by deleting the words “, a Government‑aided secondary school or an independent secondary school; or” under the heading “Description” in items 8(c)(i), 9(c)(i), 10(b)(i) and 11(c)(i) and substituting in each case the words “or a Government‑aided secondary school;”;
(d)by deleting the words “, a Government‑aided junior college or an independent junior college” under the heading “Description” in items 8(c)(ii) and (d), 9(c)(ii) and (d), 10(b)(ii) and (c) and 11(c)(ii) and (d) and substituting in each case the words “or a Government‑aided junior college”; and
(e)by deleting the colon at the end of sub-paragraph (ii) under the heading “Description” in items 8(c), 9(c), 10(b) and 11(c) and substituting in each case the word “; or”, and by inserting immediately thereafter the following sub‑paragraph:
(iii)in an independent school:”.
Miscellaneous amendments
9.  The principal Regulations are amended by deleting the words “, independent junior college” in the following provisions:
Regulations 30(1)(a)(i) and (2), 35(1)(a)(i), 37(1)(a)(i) and 38C(a)(i).
Saving provision
10.  Regulations 5, 11 and 14 of the principal Regulations as in force immediately before 1 January 2018 continue to apply to a pupil who was awarded an Edusave Entrance Scholarship for Independent Schools, Edusave (Independent Schools) Yearly Award or an Edusave Scholarship for Integrated Programme Schools, respectively, before that date as if these Regulations had not been made.
