(Scholarships, Bursaries and Awards)
(Amendment No. 2) Regulations 2019
In exercise of the powers conferred by section 24 of the Education Endowment and Savings Schemes Act, the Minister for Education makes the following Regulations:
Citation and commencement
1.  These Regulations are the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) (Amendment No. 2) Regulations 2019 and come into operation on 2 October 2019.
Amendment of regulation 29
2.  Regulation 29 of the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) Regulations (Rg 4) (called in these Regulations the principal Regulations) is amended —
(a)by inserting, immediately before the definition of “applicant”, the following definition:
“ “applicable pupil” means a pupil who is enrolled in a Government primary school or Government‑aided primary school in primary one or primary two, as the case may be;”; and
(b)by deleting the definition of “Bursary Committee”.
Amendment of regulation 30
3.  Regulation 30 of the principal Regulations is amended —
(a)by inserting, immediately after the words “A pupil” in paragraph (1), the words “(other than an applicable pupil)”; and
(b)by deleting paragraph (1A).
Deletion and substitution of regulation 30A and new regulation 30B
4.  Regulation 30A of the principal Regulations is deleted and the following regulations substituted therefor:
Applicable pupils eligible for Edusave Merit Bursaries
30A.  An applicable pupil is eligible for the Edusave Merit Bursary in an academic year if the applicable pupil —
(a)is a citizen of Singapore;
(b)lives in a household of which, for at least one month in that academic year —
(i)the gross monthly household income does not exceed $6,900; or
(ii)the per capita gross monthly household income does not exceed $1,725; and
(c)in that academic year —
(i)has attained at least a good grade for conduct; and
(ii)has consistently demonstrated positive attitudes, traits and behaviours towards learning, as determined by the Government primary school or Government‑aided primary school the applicable pupil is enrolled in.
Award of Edusave Merit Bursaries
30B.—(1)  The Edusave Merit Bursary is to be awarded each academic year to —
(a)every pupil (other than an applicable pupil) who satisfies paragraph (2) and regulation 30(1); or
(b)subject to paragraph (3), every applicable pupil who satisfies paragraph (2) and regulation 30A.
(2)  A pupil mentioned in paragraph (1)(a) or an applicable pupil mentioned in paragraph (1)(b), for the academic year in which the Edusave Merit Bursary is to be awarded, must satisfy either of the following requirements:
(a)the pupil or applicable pupil (as the case may be) must be in receipt of approved financial assistance;
(b)where the pupil or applicable pupil (as the case may be) is not in receipt of approved financial assistance, the parent or guardian of the pupil or applicable pupil (as the case may be) must submit an application for that pupil or applicable pupil (as the case may be) to receive the Edusave Merit Bursary in accordance with regulation 32.
(3)  The Edusave Merit Bursary may be awarded to not more than 25% of the applicable pupils enrolled in a Government primary school or Government‑aided primary school in each applicable level in an academic year.
(4)  In paragraph (3), “applicable level” means primary one or primary two, as the case may be.”.
Amendment of regulation 31
5.  Regulation 31(2) of the principal Regulations is amended —
(a)by deleting the words “a pupil in an academic year under regulation 30A” and substituting the words “a pupil or an applicable pupil in an academic year under regulation 30B(1)”; and
(b)by inserting, immediately after the words “regulation 30(1)(a)(i)” in sub‑paragraph (a), the words “or an applicable pupil mentioned in regulation 30A”.
Deletion of regulations 32 and 33 and substitution of regulation 32
6.  Regulations 32 and 33 of the principal Regulations are deleted and the following regulation substituted therefor:
Application for Edusave Merit Bursary where pupil or applicable pupil not in receipt of approved financial assistance
32.—(1)  For the purposes of regulation 30B(2)(b), the parent or guardian of a pupil or an applicable pupil mentioned in that sub‑paragraph (called in this regulation the applicant) must —
(a)complete the application form for the applicant to receive the Edusave Merit Bursary in accordance with the instructions given in the form and provide such details of the names and gross monthly incomes of the applicant’s family members who are living with the applicant in the same household for the academic year as the form may require; and
(b)submit the completed application form, no later than the date specified in the form, to an authorised officer at the community centre or club in the constituency or division of the group representation constituency in which the applicant resides.
(2)  The authorised officer in paragraph (1)(b) may, for the purpose of verifying the information in the application form —
(a)make such inquiries of the applicant as the authorised officer thinks fit; or
(b)interview the applicant or any of the applicant’s family members.
(3)  For the purposes of an application under paragraph (1), the requirement in regulation 30(1)(c) or 30A(b) relating to the gross monthly household income and the per capita gross monthly household income of the household in which an applicant lives is based on the household income in the month in which the application is made or the preceding month.
(4)  In this regulation —
“authorised officer”, in relation to a community centre or club, means an officer or employee of the People’s Association who is authorised by the People’s Association to receive and verify applications for the Edusave Merit Bursary;
“family member”, in relation to an applicant, means any of the applicant’s parents, unmarried siblings or grandparents.”.
Amendment of regulation 35
7.  Regulation 35 of the principal Regulations is amended —
(a)by deleting sub‑paragraph (i) of paragraph (1)(a) and substituting the following sub‑paragraphs:
(i)a pupil (other than a relevant pupil) enrolled in any Government school, Government‑aided school, independent school, Government junior college, Government‑aided junior college or specified education institution;
(ia)a relevant pupil; or”;
(b)by deleting the word “and” at the end of sub‑paragraph (c) of paragraph (1), and by inserting immediately thereafter the following sub‑paragraph:
(ca)being a relevant pupil —
(i)has attained at least a good grade for conduct in that year; and
(ii)has demonstrated a substantial improvement in the relevant pupil’s attitudes, traits and behaviours towards learning during that year, as determined by the Government primary school or Government‑aided primary school the relevant pupil is enrolled in; and”;
(c)by inserting, immediately after sub‑paragraph (a) of paragraph (2), the following sub‑paragraph:
(aa)a relevant pupil who is eligible for the Edusave Merit Bursary in the same academic year;”;
(d)by inserting, immediately after paragraph (3), the following paragraph:
(3A)  Despite paragraph (1), the Edusave Good Progress Award may be awarded to not more than 10% of the relevant pupils enrolled in a Government primary school or Government‑aided primary school in each relevant level in an academic year.”; and
(e)by deleting the full‑stop at the end of the definition of “Nitec course” in paragraph (4) and substituting a semi‑colon, and by inserting immediately thereafter the following definitions:
“ “relevant level”, in relation to a relevant pupil, means primary two or primary three, as the case may be;
“relevant pupil” means a pupil who is enrolled in a Government primary school or Government‑aided primary school —
(a)in primary two in the academic year 2019 or later; or
(b)in primary three in the academic year 2020 or later.”.
Amendment of regulation 36
8.  Regulation 36(2) of the principal Regulations is amended by inserting, immediately after the words “regulation 35(1)(a)(i)” in sub‑paragraph (a), the words “or a relevant pupil in regulation 35(1)(a)(ia)”.
