Road Traffic
(International Circulation)
(Amendment No. 2) Rules 2023
In exercise of the powers conferred by sections 25 and 140 of the Road Traffic Act 1961, the Minister for Transport makes the following Rules:
Citation and commencement
1.  These Rules are the Road Traffic (International Circulation) (Amendment No. 2) Rules 2023 and come into operation on 30 October 2023.
Amendment of rule 2
2.  In the Road Traffic (International Circulation) Rules (R 7) (called in these Rules the principal Rules), in rule 2(1), after the definition of “AGVCB Permit”, insert —
“ “APTVCB Permit” has the meaning given by paragraph 2 of the Road Traffic (ASEAN Passenger Transport Vehicle Cross‑Border Permit Holders — Exemption) Order 2023 (G.N. No. S 677/2023);”.
Amendment of Part IVAA heading
3.  In the principal Rules, in Part IVAA, in the Part heading, after “AGVCB”, insert “OR APTVCB”.
Amendment of rule 22IA
4.  In the principal Rules, in rule 22IA —
(a)in the definition of “applicable vehicle”, in paragraph (b), delete “or” at the end;
(b)in the definition of “applicable vehicle”, in paragraph (c), insert “or” at the end;
(c)in the definition of “applicable vehicle”, after paragraph (c), insert —
(d)an ASEAN passenger vehicle;”;
(d)in the definitions of “articulated vehicle”, “prime mover”, “rigid motor vehicle” and “standalone prime mover”, replace the full‑stop at the end with a semi‑colon; and
(e)after the definitions of “articulated vehicle”, “prime mover”, “rigid motor vehicle” and “standalone prime mover”, insert —
“ “ASEAN passenger vehicle” has the meaning given by paragraph 2 of the Road Traffic (ASEAN Passenger Transport Vehicle Cross‑Border Permit Holders — Exemption) Order 2023.”.
Amendment of rule 22IB
5.  In the principal Rules, in rule 22IB(3)(a)(iii), after “AGVCB Permit”, insert “or APTVCB Permit”.
Amendment of rule 22IC
6.  In the principal Rules, in rule 22IC(1)(a) and (b), after “AGVCB Permit”, insert “or APTVCB Permit”.
