(Control of Display)
(Exemption for ASEAN Para Games 2015)
Order 2015
In exercise of the powers conferred by section 5 of the National Emblems (Control of Display) Act, the Minister for Home Affairs makes the following Order:
Citation
1.  This Order may be cited as the National Emblems (Control of Display) (Exemption for ASEAN Para Games 2015) Order 2015.
Definitions
2.  In this Order, unless the context otherwise requires —
“ASEAN Para Games 2015” means the 8th Association of Southeast Asian Nations Para Games to be held in Singapore from 3 December 2015 to 9 December 2015 (both dates inclusive);
“ASEAN Para Games 2015 event” means a sporting event that is part of the ASEAN Para Games 2015, and includes the opening and closing ceremonies of those Games;
“exemption period” means the period between 14 November 2015 and 10 December 2015 (both dates inclusive);
“participating State” means any of the following States:
(a)Brunei Darussalam;
(b)Democratic Republic of Timor-Leste;
(c)Kingdom of Cambodia;
(d)Kingdom of Thailand;
(e)Lao People’s Democratic Republic;
(f)Malaysia;
(g)Republic of Indonesia;
(h)Republic of the Philippines;
(i)Socialist Republic of Vietnam;
(j)Union of Myanmar;
“representative”, in relation to a participating State, means an individual representing a participating State for the ASEAN Para Games 2015, and includes an athlete or an official of the participating State.
Exemption for displays of national emblems for ASEAN Para Games 2015
3.  A person who displays the national emblem of a participating State in accordance with this Order is exempt from section 3 of the Act.
Display at ASEAN Para Games 2015 headquarters and Marina Bay Sands Convention Centre Event Plaza
4.  A person may, at any time during the exemption period, display the national emblem of a participating State at or within any of the following venues:
(a)the ASEAN Para Games 2015 headquarters at 230 Stadium Boulevard;
(b)the Event Plaza at the Marina Bay Sands Convention Centre.
Display at competition venues
5.  A person may display the national emblem of a participating State at or within a venue specified in the First Schedule, during an ASEAN Para Games 2015 event held at that venue (including a reasonable time before and after such an event).
Display at training venues
6.  A person may, at any time during the exemption period, display the national emblem of a participating State at or within a venue specified in the Second Schedule if a representative of the participating State is training at the venue during that period.
Display at premises where representatives are staying
7.  A person may, at any time during the exemption period, display the national emblem of a participating State within the premises specified in the Third Schedule if a representative of the participating State is staying in those premises during that period.
Display on representatives’ arrival or departure
8.  A person may, at any time during the exemption period, display the national emblem of a participating State either —
(a)at or in the vicinity of an arrival hall in Changi Airport, to welcome a representative of the participating State; or
(b)at or in the vicinity of a departure hall in Changi Airport, to send off a representative of the participating State.
Display by organising committee
9.  The organising committee for the ASEAN Para Games 2015, or a person acting on the direction of that committee, may, at any time during the exemption period, display the national emblem of a participating State in connection with the ASEAN Para Games 2015 at or within any of the following venues or premises:
(a)the ASEAN Para Games 2015 headquarters at 230 Stadium Boulevard;
(b)the Event Plaza at the Marina Bay Sands Convention Centre;
(c)a venue specified in the First Schedule;
(d)a venue specified in the Second Schedule;
(e)the premises specified in the Third Schedule.
No offensive or insulting displays
10.  Despite paragraphs 4 to 9, a person must not display a national emblem in an offensive or insulting manner.
No displays if so ordered by police
11.  Despite paragraphs 4 to 9, a person must not display or continue to display a national emblem if so ordered by a police officer.
