Town Councils Act
(Chapter 329A)
Town Council of Jalan Besar (Conservancy and Service Charges) (Amendment No. 2) By-laws 2002
In exercise of the powers conferred by section 24(1) of the Town Councils Act, the Town Council for the Town of Jalan Besar hereby makes the following By-laws:
Citation and commencement
1.  These By-laws may be cited as the Town Council of Jalan Besar (Conservancy and Service Charges) (Amendment No. 2) By-laws 2002 and shall come into operation on 1st January 2003.
Deletion and substitution of by-law 3
2.  By-law 3 of the Town Council of Jalan Besar (Conservancy and Service Charges) By-laws (By 71) is deleted and the following by-law substituted therefor:
Goods and services tax
3.  The conservancy and service charges specified in the Schedule are inclusive of the goods and services tax chargeable under the Goods and Services Tax Act (Cap. 117A) on the services in respect of which such conservancy and service charges are payable.”.
Amendment of Schedule
3.  The Schedule to the Town Council of Jalan Besar (Conservancy and Service Charges) By-laws is amended —
(a)by deleting the words “Items 1 to 5” immediately below the heading “Monthly conservancy and service charges” in the second column;
(b)by deleting items 6 to 13 and substituting the following items:
6. Executive apartment or maisonette

7. Shop with living accommodation
$1.47 per square metre of the area of the shop subject to a minimum of $46.80 in addition to the following conservancy and service charges for the equivalent room type:
(a) 1-room flat

(b) 2-room flat

(c) 3-room flat
$36.92.
 
(d) 4-room flat
$47.84.
 
(e) 5-room flat
$60.32.
 
(f) Executive apartment or maisonette
$75.92.
 
8. Shop without living accommodation
$1.47 per square metre of the area of the shop subject to a minimum of $46.80.
9. Shop or office with
air-conditioning
$5.20 per square metre of the area of the premises subject to a minimum of $145.60.
10. Shop or office without
air-conditioning
$1.47 per square metre of the area of the premises subject to a minimum of $46.80.
11. Kiosk or shoplet
$1.47 per square metre of the area of the premises subject to a minimum of $46.80.
12.—(1)  Stall —
 
 
(a) Cooked food stall
$131.04 for every 10 square metres of the area of the stall or part thereof.
(b) Fruit, preserved and dried goods, fresh fish and seafood, meat or poultry stall
$65.52 for every 10 square metres of the area of the stall or part thereof.
(c) Vegetable, bean curd and noodle, egg, ground assorted spices or miscellaneous stall
$41.60 for every 10 square metres of the area of the stall or part thereof.
(d) Piece and sundry stall
$79.04 for every 10 square metres of the area of the stall or part thereof.
(2)  2 or more stalls with total area exceeding 10 square metres allotted to a stall-holder
Charges for each additional stall shall be double the conservancy and service charges for the first stall allotted to the stall-holder set out in paragraph (1).
13. Premises for use as —
 
 
(a) Charitable organisation
5% of the monthly rent in respect of the premises payable to the Housing Development Board plus 4% goods and services tax on that amount.
(b) Neighbourhood Police Post
78 cents per square metre of the area of the premises subject to a minimum of $46.80.
14. Other commercial property, including polyclinic and child care centre
$1.47 per square metre of the area of the premises subject to a minimum of $46.80.
(c)by deleting the words “items 1 to 5” in paragraphs (1) and (2) under the heading “Note” and substituting in each case the words “items 1 to 6”.
