Consumer Protection (Safety Requirements)
(Amendment No. 2) Regulations 2018
In exercise of the powers conferred by sections 11 and 32 of the Consumer Protection (Trade Descriptions and Safety Requirements) Act, the Minister for Trade and Industry makes the following Regulations:
Citation and commencement
1.  These Regulations are the Consumer Protection (Safety Requirements) (Amendment No. 2) Regulations 2018 and come into operation on 11 October 2018.
Amendment of regulation 2
2.  Regulation 2(1) of the Consumer Protection (Safety Requirements) Regulations (Rg 1) (called in these Regulations the principal Regulations) is amended —
(a)by deleting the words “regulation 7 of the Standards, Productivity and Innovation Board (Conformity Assessment) Regulations (Cap. 303A, Rg 2)” in the definition of “CAB (Certification)” and substituting the words “the Enterprise Singapore Board (Conformity Assessment) Regulations 2018 (G.N. No. S 686/2018)”;
(b)by deleting the words “regulation 7 of the Standards, Productivity and Innovation Board (Conformity Assessment) Regulations” in the definition of “CAB (Testing)” and substituting the words “the Enterprise Singapore Board (Conformity Assessment) Regulations 2018”;
(c)by inserting, immediately after the definition of “CAB (Testing — MRA)”, the following definition:
“ “certificate of conformity” means a certificate certifying that controlled goods conform to the safety requirements specified by the Safety Authority for the controlled goods;”;
(d)by deleting the definition of “Safety Authority” and substituting the following definition:
“ “Safety Authority” means the Enterprise Singapore Board established by section 3 of the Enterprise Singapore Board Act 2018 (Act 10 of 2018);”;
(e)by deleting “https://www.spring.gov.sg/” in the definition of “Safety Authority’s website” and substituting “https://www.enterprisesg.gov.sg”; and
(f)by deleting the full‑stop at the end of the definition of “Safety Mark” and substituting a semi‑colon, and by inserting immediately thereafter the following definition:
“ “safety requirements” means the safety requirements for controlled goods specified by the Safety Authority on the Safety Authority’s website.”.
Amendment of regulation 7
3.  Regulation 7(1) of the principal Regulations is amended by deleting sub‑paragraph (a) and substituting the following sub‑paragraph:
(a)a certificate of conformity in respect of the controlled goods;”.
Amendment of regulation 12
4.  Regulation 12 of the principal Regulations is amended by deleting the words “Standards, Productivity and Innovation Board Act (Cap. 303A)” and substituting the words “Enterprise Singapore Board Act 2018”.
Deletion and substitution of Second Schedule
5.  The Second Schedule to the principal Regulations is deleted and the following Schedule substituted therefor:

Safety mark
The complete Safety Mark comprises a safety logo enclosed in a square on the left, the words “SAFETY MARK” enclosed in a rectangle on the right and a unique 8‑digit certification number traceable to the registrant running across the bottom of the square and rectangle.”.
