In exercise of the powers conferred by section 66 of the Active Mobility Act 2017, the Minister for Transport makes the following Order:

Citation

1. This Order is the Active Mobility (26th Intelligent Transport Systems World Congress — Exemption) Order 2019.

Exemption for driver of autonomous motor vehicle

2.—(1) Section 16(1)(b) of the Act does not apply to an individual who drives an autonomous motor vehicle —

(a)

on any part of the footpaths within the closed circuits at the Marina Bay Floating Platform area that is within the area bounded in blue in the map in the Schedule;

(b)

between 17 October 2019 and 26 October 2019 (both dates inclusive) in connection with the event known as the 26^th Intelligent Transport Systems World Congress to be held from 21 October 2019 to 25 October 2019 (both dates inclusive);

(c)

that has installed in or on it the following cameras that capture and store video footage at all times when the autonomous motor vehicle is used:

(i)	an internal facing camera that captures the view of the driver, the steering wheel and part of the front windscreen;
(ii)	an external front facing camera;
(iii)	an external rear facing camera;

(d)

that has in force, when the autonomous motor vehicle is used on the footpaths, a policy of insurance relating to the use of that autonomous motor vehicle, insuring against any liability in respect of the death of or bodily injury sustained by, or property damage suffered by, any person caused by or arising out of the use of the autonomous motor vehicle; and

(e)

that is approved by the Authority to be safe for use at the event.

(2) Sub-paragraph (1) only applies if the individual —

(a)	has undergone a training programme conducted by the person operating the autonomous motor vehicle on the operation of that autonomous motor vehicle; and
(b)	is not under the influence of drink or an intoxicating substance to such an extent as to be incapable of having proper control of the autonomous motor vehicle.
