Education Endowment and Savings Schemes
(Scholarships, Bursaries and Awards)
(Amendment) Regulations 2014
In exercise of the powers conferred by section 24 of the Education Endowment and Savings Schemes Act, the Minister for Education hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) (Amendment) Regulations 2014 and shall come into operation on 21 November 2014.
Amendment of regulation 29
2.  Regulation 29 of the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) Regulations (Rg 4) (referred to in these Regulations as the principal Regulations) is amended —
(a)by inserting, immediately after the definition of “applicant”, the following definition:
“ “approved financial assistance” means financial assistance provided, to a pupil in an academic year —
(a)by the Ministry; or
(b)by any public body, where the financial assistance has been approved as an approved financial assistance by the public officer appointed by the Minister for the purposes of this Part;”;
(b)by deleting the definition of “gross monthly household income” and substituting the following definition:
“ “gross monthly household income”, in relation to the household in which a pupil lives, means the sum total of the gross monthly income payable for any month to the pupil’s parents, unmarried siblings and grandparents living in the same household as the pupil;”; and
(c)by deleting the definition of “per capita gross monthly household income” and substituting the following definition:
“ “per capita gross monthly household income”, in relation to the household in which a pupil lives, means the gross monthly household income of the household divided by the total number of the following persons living in the same household as the pupil:
(a)the pupil;
(b)his parents;
(c)his unmarried siblings;
(d)his grandparents.”.
Amendment of regulation 30
3.  Regulation 30 of the principal Regulations is amended —
(a)by deleting the words “to apply for the Edusave Merit Bursary in any year” in paragraph (1) and substituting the words “for the Edusave Merit Bursary in any academic year”;
(b)by deleting sub‑paragraph (c) of paragraph (1) and substituting the following sub‑paragraph:
(c)he is living in a household of which —
(i)the gross monthly household income for at least one month in that year does not exceed $5,000; or
(ii)the per capita gross monthly household income for at least one month in that year does not exceed $1,250;”;
(c)by inserting, immediately after paragraph (1), the following paragraph:
(1A)  Where an application for the Edusave Merit Bursary is required to be made under regulation 32, the requirement in paragraph (1)(c) in relation to the gross monthly household income and the per capita gross monthly household income shall be based on the month in which the application is made or the preceding month.”; and
(d)by deleting paragraph (2) and substituting the following paragraph:
(2)  In this regulation, “qualifying score”, in relation to a pupil (called the relevant pupil), means the lowest aggregate score which is obtained by any pupil standing among the 25% of all pupils in the same course and at the same standard as the relevant pupil who have obtained the highest aggregate scores in the examinations conducted by the school, independent school, junior college, independent junior college, Institute of Technical Education or specified educational institution referred to in paragraph (1)(a) in which the relevant pupil is enrolled in or of which he is a full-time pupil.”.
New regulation 30A
4.  The principal Regulations are amended by inserting, immediately after regulation 30, the following regulation:
Pupils to be awarded Edusave Merit Bursary
30A.  The Edusave Merit Bursary shall be awarded each academic year to every pupil who meets the requirements of regulation 30 and who —
(a)is in receipt of approved financial assistance for that year; or
(b)in the case where he is not in receipt of approved financial assistance for that year, has submitted an application in accordance with regulation 32.”.
Amendment of regulation 31
5.  Regulation 31 of the principal Regulations is amended by deleting paragraph (2) and substituting the following paragraph:
(2)  Where the Edusave Merit Bursary is awarded to a pupil in an academic year under regulation 30A, the Bursary must be paid to that pupil not later than 30 June in the following academic year.”.
Amendment of regulation 32
6.  Regulation 32 of the principal Regulations is amended —
(a)by deleting paragraph (1) and substituting the following paragraphs:
(1)  The parent or guardian of a pupil, who meets the requirements of regulation 30(1) but is not in receipt of approved financial assistance for an academic year may apply to receive the Edusave Merit Bursary for that academic year.
(1A)  The application must be made by —
(a)completing the application form in accordance with the instructions given in the form and providing such details of the names and gross monthly incomes of the pupil’s parents, unmarried siblings and grandparents who are living with the pupil in the same household for the academic year, as may be required; and
(b)submitting the duly completed application form, within the time specified in the form, to the appropriate officer at the community centre or club in the constituency or division of the group representation constituency in which the pupil resides.”; and
(b)by deleting the regulation heading and substituting the following regulation heading:
Application for Edusave Merit Bursary where pupil is not in receipt of approved financial assistance”.
Deletion and substitution of regulation 33
7.  Regulation 33 of the principal Regulations is deleted and the following regulation substituted therefor:
Bursary Committee to verify income requirement for Edusave Merit Bursary
33.—(1)  The Bursary Committee of a constituency or division of a group representation constituency shall verify that the applicant meets the requirement referred to in regulation 30(1)(c).
(2)  For the purpose of paragraph (1), the Bursary Committee may —
(a)make such inquiries of the applicant as it thinks fit; or
(b)interview the applicant or the members of his family.
(3)  The Bursary Committee shall, within such time as may be required by the Minister, submit to the Ministry a list of all the applicants whom the Bursary Committee is satisfied have met the requirement in regulation 30(1)(c) for the Edusave Merit Bursary.
(4)  Upon receipt of the list referred to in paragraph (3), the Ministry shall cause the necessary arrangements to be made for the appropriate amount to be paid to each applicant on the list whom the Ministry is satisfied also meets all the other requirements in regulation 30(1).”.
