Prevention of Pollution of the Sea
(Noxious Liquid Substances in Bulk)
(Amendment) Regulations 2020

In exercise of the powers conferred by sections 13 and 34 of the Prevention of Pollution of the Sea Act, the Maritime and Port Authority of Singapore, with the approval of the Minister for Transport, makes the following Regulations:

Citation and commencement

1. These Regulations are the Prevention of Pollution of the Sea (Noxious Liquid Substances in Bulk) (Amendment) Regulations 2020 and come into operation on 1 October 2020.

Amendment of regulation 5

2. Regulation 5(3) of the Prevention of Pollution of the Sea (Noxious Liquid Substances in Bulk) Regulations 2006 (G.N. No. S 686/2006) is amended —

(a)	by inserting, immediately after the word “regulations”, “1.22,”; and
(b)	by inserting, immediately after “14.1,”, “15.1,”.

Amendment of First Schedule

3. The First Schedule to the Prevention of Pollution of the Sea (Noxious Liquid Substances in Bulk) Regulations 2006 is amended —

(a)

by inserting, immediately after paragraph 21 of regulation 1, the following paragraph:

“22 Electronic Record Book means a device or system, approved by the Administration, used to electronically record the required entries for discharges, transfers and other operations as required under this Annex in lieu of a hard copy record book.”;

(b)

by deleting paragraph 1 of regulation 15 and substituting the following paragraph:

“1 Every ship to which this Annex applies shall be provided with a Cargo Record Book, whether as a part of the ship’s official logbook, as an electronic record book which shall be approved by the Administration taking into account Guidelines developed by the Organization^*, or otherwise, in the form specified in appendix 2 to this Annex.

^* Refer to the Guidelines for the use of electronic record books under MARPOL, adopted by resolution MEPC.312(74).”; and

(c)

by inserting, immediately after the words “each page” in paragraph 4 of regulation 15, the words “or group of electronic entries”.
