Public Entertainments and Meetings
(Exemptions) (Amendment) Order 2018
In exercise of the powers conferred by section 16A of the Public Entertainments Act, the Minister for Home Affairs makes the following Order:
Citation and commencement
1.  This Order is the Public Entertainments and Meetings (Exemptions) (Amendment) Order 2018 and comes into operation on 17 December 2018.
Amendment of paragraph 1
2.  Paragraph 1 of the Public Entertainments and Meetings (Exemptions) Order (O 1) (called in this Order the principal Order) is amended by deleting the words “and Meetings”.
Amendment of paragraph 2
3.  Paragraph 2 of the principal Order is amended by inserting, immediately after the definition of “hotel”, the following definition:
“ “Licensing Officer” means the Public Entertainment Licensing Officer;”.
Amendment of paragraph 3
4.  Paragraph 3 of the principal Order is amended —
(a)by deleting sub-paragraph (c) of sub‑paragraph (1);
(b)by deleting the words “2 loudspeakers” in sub‑paragraph (1)(ii) and substituting the words “4 loudspeakers”;
(c)by deleting sub-paragraph (a) of sub‑paragraph (2) and substituting the following sub‑paragraphs:
(a)any performance of music, singing or dancing, or any combination of such items, by or for children;
(b)any display or exhibition using real‑time transmission of the performance happening elsewhere (whether in or outside Singapore and whether in a public or private place) of any item, or any combination of the items, specified in sub‑paragraph (a);”;
(d)by deleting sub-paragraph (vi) of sub‑paragraph (2);
(e)by deleting sub-paragraph (iia) of sub‑paragraph (4);
(f)by deleting sub-paragraph (8) (including the sub‑paragraph heading);
(g)by deleting sub‑paragraph (a) of sub-paragraph (9) and substituting the following sub‑paragraphs:
(a)any performance of music, singing or dancing, or any combination of such items;
(aa)any display or exhibition using real‑time transmission of the performance happening elsewhere (whether in or outside Singapore and whether in a public or private place) of any item, or any combination of the items, specified in sub‑paragraph (a);”;
(h)by deleting sub-paragraph (viii) of sub‑paragraph (9);
(i)by deleting sub-paragraph (h) of sub‑paragraph (10);
(j)by deleting the word “performance” in sub‑paragraph (10)(i) and substituting the words “public entertainment”;
(k)by inserting, immediately after the word “premises” in sub‑paragraph (10)(k), the words “(not being premises for which a Class 1A or Class 1B liquor licence is granted under the Liquor Control (Supply and Consumption) Act 2015 (Act 5 of 2015))”;
(l)by deleting the words “public house” in sub‑paragraph (10)(l) and substituting the words “bar, pub or nightclub as defined in rule 2 of the Planning (Use Classes) Rules (Cap. 232, R 2)”;
(m)by inserting, immediately after the words “live‑band music” in sub‑paragraph (10)(m), the words “, or any karaoke singing, between 7 a.m. and 10.30 p.m.”;
(n)by inserting, immediately after the words “private houses)” in sub‑paragraph (10)(m), the words “or in multi‑purpose halls”; and
(o)by deleting the words “at funerals” in sub‑paragraph (10)(n) and substituting the words “between 7 a.m. and 10.30 p.m. at a funeral held in any place specified in sub‑paragraph (m)”.
