Professional Engineers
(Amendment) Rules 2013
In exercise of the powers conferred by section 36 of the Professional Engineers Act, the Professional Engineers Board, with the approval of the Minister for National Development, hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Professional Engineers (Amendment) Rules 2013 and shall come into operation on 1st January 2014.
Amendment of rule 3
2.  Rule 3 of the Professional Engineers Rules (R 1) (referred to in these Rules as the principal Rules) is amended —
(a)by deleting sub-paragraphs (a) and (b) of paragraph (1) and substituting the following sub-paragraphs:
(a)in the form set out in the electronic application system of the Board at http://app.peb.gov.sg or at such other online location as may be notified from time to time, in such manner as the Board may direct; and
(b)within 5 years after the date that the applicant passed the Practice of Professional Engineering Examination referred to in rule 4A(1).”; and
(b)by deleting paragraph (2) and substituting the following paragraph:
(2)  For the purposes of section 15(1)(a) of the Act, the condition shall be that where a person’s application (referred to in this rule as the first application) for registration as a professional engineer under the Act has been refused by the Board, that person must not make another application for registration as a professional engineer unless a period of 12 months has elapsed after the date of the first application.”.
Amendment of rule 4A
3.  Rule 4A of the principal Rules is amended by deleting paragraph (1) and substituting the following paragraph:
(1)  The prescribed examinations for the purposes of section 15(2)(b) of the Act shall comprise of the following 2 written examinations:
(a)the Fundamentals of Engineering Examination, which tests the applicant’s knowledge of fundamental engineering subjects in the appropriate branch of engineering; and
(b)the Practice of Professional Engineering Examination, which tests the applicant’s ability to apply his knowledge and experience in professional engineering practice, and his knowledge of the rules and regulations regulating the practice of professional engineering in the appropriate branch of engineering.”.
Amendment of rule 4B
4.  Rule 4B of the principal Rules is amended —
(a)by deleting sub-paragraph (a) of paragraph (3) and substituting the following sub-paragraph:
(a)obtained not less than 3 years (in aggregate) of such practical experience relevant to the branch of engineering which he seeks to be registered in as may be acceptable to the Board; and”; and
(b)by inserting, immediately after the words “to sit for” in the rule heading, the word “written”.
Deletion and substitution of rule 5
5.  Rule 5 of the principal Rules is deleted and the following rule substituted therefor:
Practical experience
5.—(1)  The practical experience that a person is required to have under section 15(2)(a) of the Act, in order to be entitled to registration under the Act, shall be such type of practical experience (whether in Singapore or elsewhere) relevant to the branch of engineering that he seeks to be registered in, as may be acceptable to the Board.
(2)  The practical experience referred to in paragraph (1) shall include the following types of practical experience:
(a)where the person seeks to be registered in the civil engineering branch, the practical experience shall be obtained in Singapore —
(i)during a period of not less than 12 months (in aggregate) in a design office whilst under the supervision of any registered professional engineer who has in force a practising certificate; and
(ii)during a period of not less than 12 months (in aggregate) in supervisory work at a project site or engineering investigation work, whilst under the supervision of any registered professional engineer who has in force a practising certificate;
(b)where the person seeks to be registered in the electrical or mechanical engineering branch, the practical experience shall be practical experience in electrical or mechanical engineering work, as the case may be, obtained in Singapore during a period of not less than 2 years (in aggregate) whilst under the supervision of any registered professional engineer who has in force a practising certificate; or
(c)where the person seeking registration in any branch of engineering is engaged in full-time teaching or research work, the practical experience shall be such experience as may be acceptable to the Board obtained during a period of not less than 2 years whilst under the supervision of any registered professional engineer who has in force a practising certificate.”.
Amendment of rule 9
6.  Rule 9(1) of the principal Rules is amended by deleting the words “Form 2” and substituting the words “Form 1”.
Amendment of rule 10
7.  Rule 10 of the principal Rules is amended by deleting the words “Form 3” and substituting the words “Form 2”.
Amendment of rule 10B
8.  Rule 10B of the principal Rules is amended by inserting, immediately after paragraph (2), the following paragraph:
(3)  For the purposes of section 15A(1)(c) of the Act, the further condition shall be that where a person’s application (referred to in this rule as the first application) for registration as a specialist professional engineer under the Act has been refused by the Board, that person must not make another application for registration as a specialist professional engineer unless a period of 12 months has elapsed after the date of the first application.”.
Amendment of rule 10C
9.  Rule 10C(2) of the principal Rules is amended by deleting the word “practical”.
Amendment of rule 10F
10.  Rule 10F(1) of the principal Rules is amended by deleting the words “Form 4” and substituting the words “Form 3”.
Amendment of rule 10G
11.  Rule 10G of the principal Rules is amended by deleting the words “Form 6(2) set out in that Schedule” and substituting the words “Form 4(1) set out in the Second Schedule”.
Deletion of rule 10K
12.  Rule 10K of the principal Rules is deleted.
Deletion and substitution of rule 12
13.  Rule 12 of the principal Rules is deleted and the following rule substituted therefor:
Application for practising certificate
12.  An application for a practising certificate shall be made in the form set out in the electronic application system of the Board at http://app.peb.gov.sg or at such other online location as may be notified from time to time, in such manner as the Board may direct.”.
Amendment of rule 14A
14.  Rule 14A of the principal Rules is amended —
(a)by deleting sub-paragraph (a) of paragraph (2) and substituting the following sub-paragraph:
(a)at least —
(i)15 professional development units; or
(ii)20 professional development units, for a practising certificate which takes effect on or after 1st January 2015 authorising the registered professional engineer to engage in professional engineering work,
shall be obtained from successfully completing one or more structured activities; and”; and
(b)by deleting sub-paragraph (a) of paragraph (3) and substituting the following sub-paragraph:
(a)at least —
(i)30 professional development units; or
(ii)40 professional development units, for a practising certificate which takes effect on or after 1st January 2015 authorising the registered professional engineer to engage in professional engineering work,
shall be obtained from successfully completing one or more structured activities; and”.
Deletion of rule 14D
15.  Rule 14D of the principal Rules is deleted.
Amendment of rule 16
16.  Rule 16 of the principal Rules is amended by deleting the words “the appropriate version of Form 6” and substituting the words “Form 4(2)”.
Deletion and substitution of rule 18
17.  Rule 18 of the principal Rules is deleted and the following rule substituted therefor:
Form of application
18.—(1)  An application for a licence to supply professional engineering services in Singapore shall be —
(a)in Form 5 set out in the Second Schedule; or
(b)in the form set out in the electronic application system of the Board at http://app.peb.gov.sg or at such other online location as may be notified from time to time, in such manner as the Board may direct.
(2)  The form referred to in paragraph (1) shall be submitted in person, by post, or using the electronic application system.”.
Amendment of rule 21
18.  Rule 21 of the principal Rules is amended by deleting the words “Form 8” and substituting the words “Form 6”.
Deletion and substitution of Second Schedule
19.  The Second Schedule to the principal Rules is deleted and the following Schedule substituted therefor:

LICENCE TO SUPPLY PROFESSIONAL ENGINEERING SERVICES

is issued a licence to supply professional engineering services in Singapore
subject to the following conditions as stipulated in section 21 of the
Professional Engineers Act.
(1)The licensee shall supply professional engineering services in Singapore through a professional engineer —
(a)who shall be responsible for the professional engineering works;
(b)who has in force a practising certificate authorising him to engage in professional engineering work to which those services relates; and
(c)who is —
(i)in the case of a corporation, a director or an employee of the corporation;
