COVID-19 (Temporary Measures)
(Rental and Related Measures)
(Amendment No. 3) Regulations 2020
In exercise of the powers conferred by section 19X of the COVID‑19 (Temporary Measures) Act 2020, the Minister for Law makes the following Regulations:
Citation and commencement
1.—(1)  These Regulations are the COVID-19 (Temporary Measures) (Rental and Related Measures) (Amendment No. 3) Regulations 2020 and, except for regulations 2(e), (f) and (g), 3 and 5(d), (e), (h) and (i), are deemed to have come into operation on 31 July 2020.
(2)  Regulations 2(e), (f) and (g) and 5(d), (e), (h) and (i) are deemed to have come into operation on 30 September 2020.
(3)  Regulation 3 comes into operation on 18 November 2020.
Amendment of regulation 4
2.  Regulation 4 of the COVID 19 (Temporary Measures) (Rental and Related Measures) Regulations 2020 (G.N. No. S 664/2020) (called in these Regulations the principal Regulations) is amended —
(a)by inserting, immediately after the words “any other place” in paragraph (c)(i), (ii), (iii) and (iv), the words “in Singapore”;
(b)by inserting, immediately after the words “from the business” in paragraph (c)(i), (ii) and (iii), the words “carried on in Singapore”;
(c)by inserting, immediately after the words “from the tenant’s business” in paragraph (c)(iv), the words “carried on in Singapore”;
(d)by inserting, immediately after the words “commencement of the tenant’s business” in paragraph (c)(iv), the words “in Singapore”;
(e)by inserting, immediately after the words “any other place” in paragraph (c)(iv), (v)(A) and (B) and (vi), the words “in Singapore”;
(f)by inserting, immediately after the words “from the business” in paragraph (c)(iv) and (v)(A) and (B), the words “carried on in Singapore”; and
(g)by inserting, immediately after the words “from the tenant’s business” in paragraph (c)(iv) and (v)(A) and (B), the words “carried on in Singapore”.
Deletion and substitution of regulation 6A
3.  Regulation 6A of the principal Regulations is deleted and the following regulation substituted therefor:
“Prescribed period
6A.  For the purposes of sections 19B(1) (definition of “relevant period”), 19P(2)(a), (3) and (5) and 19S(2) and (4) (definition of “specified period”) of the Act, the prescribed date is 19 November 2020.”.
Amendment of regulation 14
4.  Regulation 14 of the principal Regulations is amended —
(a)by inserting, immediately after the words “any business” in paragraph (3)(c)(i), (ii) and (iii), the words “in Singapore”;
(b)by inserting, immediately after the words “those members” in paragraph (3)(c)(i), (ii) and (iii), the words “from businesses carried on in Singapore”;
(c)by inserting, immediately after the words “the aggregate revenue of the Singapore group of entities” in paragraph (3)(c)(iv), the words “from businesses carried on in Singapore”;
(d)by inserting, immediately after the words “all the members of the Singapore group of entities” in paragraph (3)(c)(iv), the words “from businesses carried on in Singapore”;
(e)by inserting, immediately after the words “carried on a business” in paragraph (3)(c)(iv), the words “in Singapore”;
(f)by inserting, immediately after the words “any other place” in paragraph (4)(a), the words “in Singapore”; and
(g)by inserting, immediately after the words “subject tenant’s business” in paragraph (4)(b)(i), the words “in Singapore”.
Amendment of Seventh Schedule
5.  The Seventh Schedule to the principal Regulations is amended —
(a)by inserting, immediately after the words “any other place” in paragraph 1(a), (b), (c) and (d) of Part 1 and paragraph 3(a) of Part 2, the words “in Singapore”;
(b)by inserting, immediately after the words “for the business” in paragraph 1(a), (b) and (c) of Part 1, the words “carried on in Singapore”;
(c)by inserting, immediately after the words “tenant’s business” in paragraph 1(d) of Part 1, the words “in Singapore”;
(d)by inserting, immediately after the words “any other place” in paragraphs 1(d), (e)(i) and (ii) and (f) and 2(e)(i) and (ii) of Part 1, the words “in Singapore”;
(e)by inserting, immediately after the words “tenant’s business” in paragraphs 1(d) and (e)(i) and (ii) and 2(e)(i) and (ii) of Part 1, the words “in Singapore”;
(f)by inserting, immediately after the words “carried on the business” in paragraph 2(a), (b) and (c) of Part 1, the words “(at the prescribed property or any other place in Singapore)”;
(g)by inserting, immediately after the words “from the business” wherever they appear in paragraph 2(a), (b), (c) and (d) of Part 1, the words “carried on in Singapore”;
(h)by inserting, immediately after the words “carrying on the business” in paragraph 2(d) of Part 1, the words “(at the prescribed property or any other place in Singapore)”;
(i)by inserting, immediately after the words “from the business” wherever they appear in paragraph 2(d) and (e)(i) and (ii) of Part 1, the words “carried on in Singapore”;
(j)by inserting, immediately after the words “(or incidental purpose)” in paragraph 2(a) and (b) of Part 2, the words “carried on at the prescribed property”;
(k)by inserting, immediately after the words “relating to that business” in paragraph 3(a) and (b) of Part 2, the words “carried on in Singapore”;
(l)by inserting, immediately after the words “carried on any business” in paragraph 4(a), (b) and (c) of Part 2, the words “in Singapore”; and
(m)by inserting, immediately after the words “carried on a business” in paragraph 4(d) of Part 2, the words “in Singapore”.
