Regulation of Imports and Exports
(Amendment No. 2) Regulations 2020
In exercise of the powers conferred by section 3 of the Regulation of Imports and Exports Act, the Minister for Trade and Industry makes the following Regulations:
Citation and commencement
1.  These Regulations are the Regulation of Imports and Exports (Amendment No. 2) Regulations 2020 and come into operation on 1 December 2020.
Amendment of Part 1 of Seventh Schedule
2.  Part 1 of the Seventh Schedule to the Regulation of Imports and Exports Regulations (Rg 1) is amended —
(a)by deleting sub-paragraph (a) of paragraph (1) in the third column of item 1 and substituting the following sub‑paragraph:
“(a)arms and related matériel intended solely for the support of or use by —
(i)the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA);
(ii)the European Union training missions deployed in the Central African Republic; and
(iii)the French forces under the conditions provided by paragraph 52 of resolution 2499 (2019);”;
(b)by inserting, immediately after “S/2016/1069,” in paragraph (1) in the second and third columns of item 2, the words “S/2017/760 and S/2017/829,”;
(c)by deleting “http://www.un.org/sc/suborg/en/sanctions/1718/prohibited-items” in paragraphs (1) and (2) in the second and third columns of item 2 and substituting in each case “http://www.un.org/securitycouncil/sanctions/1718/prohibited-items”;
(d)by deleting “INFCIRC/254/Rev.12/Part 1, INFCIRC/254/Rev.9/Part 2” in paragraph (2) in the second and third columns of item 2 and substituting in each case “INFCIRC/254/Rev.13/Part 1, INFCIRC/254/Rev.10/Part 2”;
(e)by deleting the word “document” in paragraph (3) in the second and third columns of item 2 and substituting in each case the word “documents”;
(f)by deleting the words “or 2270 (2016)” in paragraph (8) in the second column of item 2 and substituting the words “, 2270 (2016) or 2321 (2016)”;
(g)by deleting “INFCIRC/254/Rev.12/Part 1” wherever it appears in paragraph (1) in the third column of item 5 and substituting in each case “INFCIRC/254/Rev.13/Part 1”;
(h)by deleting “INFCIRC/254/Rev.9/Part 2” wherever it appears in paragraph (1) in the third column of item 5 and substituting in each case “INFCIRC/254/Rev.10/Part 2”;
(i)by inserting, immediately after paragraph (1) in the third column of item 9, the following paragraphs:
“(2)The following explosive materials, and mixtures containing one or more of those explosive materials:
(a)Nitrocellulose (containing more than 12.5% nitrogen w/w);
(b)Trinitrophenylmethylnitramine (tetryl).
(3)Explosive-related goods — equipment and devices specially designed to initiate explosives by electrical or non‑electrical means (e.g. firing sets, detonators, igniters, detonating chord).
(4)Technology required for the production or use of any item referred to in paragraph (2) or (3).”; and
(j)by deleting sub‑paragraph (a) of paragraph (1) in the third column of item 10.
