(Amendment No. 4) Rules 2022

In exercise of the powers conferred by section 34 of the Road Traffic Act 1961, the Minister for Transport makes the following Rules:

Citation and commencement

1. These Rules are the Road Traffic (Motor Vehicles, Registration and Licensing) (Amendment No. 4) Rules 2022 and come into operation on 19 December 2022.

Amendment of rule 3

2. In rule 3(2) of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) (called in these Rules the principal Rules), replace sub‑paragraph (b) with —

“(b)

accompanied by —

(i)	any fee prescribed under rule 6 and (if applicable) rule 7 for that application; and
(ii)	a fee of $27.82 (inclusive of GST) to process the application, if the application is made at the office of the Authority at 10 Sin Ming Drive, Singapore 575701.”.

Amendment of rule 3D

3. In rule 3D(5)(ii) of the principal Rules, replace “$385.20” with “$423.72”.

Amendment of rule 3E

4. In rule 3E(4) of the principal Rules, replace “$32.10” with “$41.73”.

Amendment of rule 3F

5. In rule 3F(1) of the principal Rules, replace “$32.10” with “$41.73”.

Amendment of rule 8

6. In rule 8 of the principal Rules —

(a)	in paragraph (6), replace “$15” with “$20”; and
(b)	in paragraph (14), replace “$16.05” with “$21.40”.

Amendment of rule 9B

7. In rule 9B(9)(c) of the principal Rules, replace “$32.10” with “$41.73”.

Amendment of rule 12B

8. In rule 12B of the principal Rules —

(a)	in paragraphs (1) and (4), replace “$25.68” with “$28.89”;
(b)	in paragraph (3), replace “$64.20” with “$70.62”; and
(c)	in paragraph (6)(b), replace “$214” with “$267.50”.

Amendment of rule 13

9. In rule 13 of the principal Rules —

(a)	in paragraph (2), replace “$7.49” with “$18.19”;
(b)	in paragraph (4), replace “$35.31” with “$28.89”; and
(c)	in paragraph (8), replace “$32.10” with “$41.73”.

Amendment of rule 16

10. In rule 16 of the principal Rules —

(a)	in paragraph (2)(ba), replace “$10.70” with “$18.19”; and
(b)	in paragraphs (4), (10)(a)(ii), (13) and (15)(b), replace “$32.10” with “$41.73”.

Amendment of rule 22

11. In rule 22(3)(c) and (d), (7)(a)(ii) and (9)(b) of the principal Rules, replace “$32.10” with “$41.73”.

Amendment of rule 53

12. In rule 53(9) of the principal Rules, replace “$17.12” with “$23.54”.

Amendment of rule 64B

13. In rule 64B(1)(a) of the principal Rules, replace “$25.68” with “$28.89”.

Amendment of rule 64C

14. In rule 64C(2) of the principal Rules, replace sub‑paragraph (a) with —

“(a)	a fee of $53.50 (inclusive of GST) for a duplicate general licence or special purpose licence, or $10.70 (inclusive of GST) for a duplicate visitor’s permit, is paid; and”.

Amendment of rule 68

15. In rule 68(2) of the principal Rules, replace “$32.10” with “$41.73”.

Amendment of First Schedule

16. In the First Schedule to the principal Rules —

(a)	in Part I, in items (2), (4), (5) and (6), replace “$220” with “$350”;
(b)	in Part IA, in paragraph (a), replace “$89.88” with “$107”;
(c)	in Part IA, in paragraphs (b), (c) and (d), replace “$256.80” with “$269.64”;
(d)	in Part IB, in paragraph (a), replace “$128.40” with “$141.24”;
(e)	in Part IB, in paragraphs (b), (c) and (d), replace “$385.20” with “$423.72”;
(f)	in Part IC, in item (1)(a), replace “$42.80” with “$53.50”;

Amendment of Second Schedule

17. In item 11 of the Second Schedule to the principal Rules —

(a)	in paragraph (a), replace $7.50” with “$10”;
(b)	in paragraph (b), replace “$16” with “$20”; and
