Citation
1.  These Rules may be cited as the National Library Board Rules.
Composition of Board
2.—(1)  The Board shall consist of a chairman, a deputy chairman and 5 other members to be appointed by the Minister.
(2)  The Director shall be ex-officio secretary to the Board, but shall not be a member of the Board.
(3)  The Minister may at any time revoke any appointment made by him under paragraph (1) without assigning any reason.
Chairman
3.  The chairman shall preside at all meetings of the Board and shall have the right to vote on any question coming before or arising at any meeting of the Board.
Deputy chairman
4.  The deputy chairman shall, in the absence of the chairman, preside at all meetings of the Board and when so doing have and may exercise all the powers and functions of the chairman. In the absence of both the chairman and the deputy chairman, such member, as the members present may elect, shall preside as chairman.
Period of office
5.  Members of the Board shall hold office for a period of two years from the date of their respective appointments and shall be eligible for reappointment.
Vacancies
6.  If a vacancy occurs in the membership of the Board by death, resignation, revocation of the appointment under rule 2(3), or for any other cause, the Minister shall appoint a person to fill the vacancy, and the person so appointed shall hold office for so long as the member in whose place he is appointed would have held office.
Meetings
7.  The Board shall meet at least once in every 3 months.
Quorum
8.  The quorum at all meetings of the Board shall be 4 members present and no business shall be transacted unless a quorum is present.
Procedure
9.  All questions coming before or arising at any meeting of the Board shall be decided by a majority of the members present and voting thereon at that meeting, and in the case of an equality of votes, the person presiding at the meeting shall have a second or casting vote.
Saving
10.  The Board shall not be precluded from holding any meeting or acting in any matter merely by reason of any vacancy in its membership.
Committees
11.  The Board may, with the approval of the Minister, appoint committees consisting of persons who may or may not be members of the Board to examine and report on any matter arising out of, or connected with, the functions of the Board under the Act.
Records
12.  The Board shall keep proper minutes and other records of the Board.
Report of Board
13.  The Board shall, every two years submit to the Minister a report on the work of the Board during that period.
Other information
14.  Notwithstanding rule 13, the Minister may at any time require the Board to furnish him with any information concerning any matter affecting the Board, and the Board shall furnish him with the information.
Directions from Minister
15.  The Minister may, in consultation with the Board or otherwise, give to the Board such directions as he thinks fit as to the exercise and performance by the Board of its functions under the Act, and the Board shall give effect to such directions.
