Port of Singapore Authority (Coupon Parking Places) Regulations

Citation
1.  These Regulations may be cited as the Port of Singapore Authority (Coupon Parking Places) Regulations.
Definitions
2.  In these Regulations, unless the context otherwise requires —
“coupon parking place” or “parking place” means a parking place belonging to the Authority where vehicles may be parked using parking coupons;
“parking coupon” or “coupon” means a coupon issued by the Authority upon payment of the appropriate fee.
Applications of other regulations
3.—(1)  Unless the context otherwise requires, these Regulations shall be read together with and construed as part of the Port of Singapore Authority (Parking Places) Regulations.

(2)  The Port of Singapore Authority (Parking Places) Regulations, shall apply to the parking of vehicles in a coupon parking place as they apply to the parking of a vehicle in a parking place except and in so far as they are not inconsistent or in conflict with these Regulations.
Coupons to be used
4.—(1)  No person shall park a vehicle in any coupon parking place during the days and times indicated on any sign erected thereat unless there is or are displayed on the vehicle one or more valid coupons sufficient to cover the entire period during which the vehicle is parked or to be parked in such parking place.
(2)  For the purposes of this regulation, a parking coupon shall not be valid if —
(a)there is any alteration, erasure or other irregularity therein to indicate that the coupon has been tampered with;
(b)the coupon is so torn, defaced or mutilated that the figures or other particulars therein are not legible;
(c)the coupon displayed on the vehicle is not of the type used for that particular parking place;
(d)the period of validity of the coupon has expired;
(e)the date and time of the commencement of parking and the period during which the vehicle is to be parked is not to indicated in accordance with regulation 6; or
(f)the coupon is not valid for any other reason.
Display of coupons
5.—(1)  As soon as a vehicle is parked in a coupon parking place, the driver of the vehicle shall display one or more coupons either on the offside of the front windscreen or the offside of the front window of the vehicle in such a manner that the coupon is clearly visible from the front or offside of the vehicle.
(2)  Paragraph (1) shall not apply to —
(a)a motor-cycle, scooter or other similar vehicle, in which case the coupon may be displayed within a disc affixed beside the road tax disc; and
(b)a trailer, chassis or other similar vehicle, in which case the coupon may be displayed in a conspicuous position on the trailer, chassis or similar vehicle.
Particulars in coupon
6.  The date and time of the commencement of parking and the period during which the vehicle is to be parked in a coupon parking place shall be indicated, marked or shown in the coupon in such manner as may be required by the Authority.
Time — how running
7.  Where two or more coupons are displayed on a vehicle to cover the period during which the vehicle is to be parked in a coupon parking place, the time of commencement indicated in the second and subsequent coupon or coupons shall run immediately after the time of expiry of the period of parking indicated in the coupon of the prior period of parking.
No refunds
8.  No refund shall be allowed for unused coupons.
Inaccurate time of commencement of parking
9.  No person shall display or cause or permit to be displayed on a vehicle a coupon in which the time of commencement of parking indicated therein is later than the actual time the vehicle is parked.
Inspection of coupons
10.  The Authority may for the purposes of these Regulations require any driver of a vehicle parked in a coupon parking place to produce for the Authority’s inspection any parking coupon or coupons displayed on such vehicle.
